The 100 largest U.S. business insurance companies (2025)

The 100 largest U.S. business insurers ranked by 2025 commercial premiums (NAIC data), with ratings, phone numbers, headquarters and what each is known for.

Travelers was the largest business insurer in the United States in 2025, writing $27.13 billion in commercial premiums, followed by Chubb and Liberty Mutual. This list ranks the 100 largest by 2025 direct premiums written across 17 commercial lines of business, from NAIC market share data, and gives each company's financial strength rating, headquarters, customer service number and the profile with its full history, products, claims process and news.

The commercial market is more concentrated than most owners realize. Together the lines in this ranking came to about $484.93 billion in 2025. The 10 largest groups wrote 34.6% of it and the 100 on this list wrote 83.7%. Behind those totals are very different businesses: national carriers that write everything from a florist's business owner's policy to a Fortune 500 casualty program, regional mutuals that sell only through local agents, surplus lines specialists that take the risks standard carriers decline, workers' comp specialists and state funds, and program carriers that lend their paper to MGAs.

How to use this list

  • Size is not a recommendation. A large carrier may not want your class of business, and a small one may be the specialist for it. Use the profiles to check appetite, how each company sells and how it handles claims.
  • Check the rating and its date. Every rating below is dated on the insurer's profile; see AM Best ratings explained for business buyers.
  • Look for the brand on your policy. NAIC ranks insurance groups, and the company named on a policy is often a subsidiary with a different name.
  • Compare side by side with compare business insurers, or line by line on actual quotes with business insurance quote comparison worksheet.

How this ranking was built

The ranking uses direct premiums written in calendar year 2025 from the NAIC's 2025 Market Share Reports for Property/Casualty Groups and Companies (August 2026), for business in the states and U.S. territories. For each insurance group we added its premium in 17 lines that businesses buy: fire, allied lines, farmowners, commercial multiple peril, ocean marine, inland marine, medical professional liability, workers' compensation, excess workers' compensation, other liability, products liability, commercial auto, aircraft, fidelity, surety, burglary and theft, and boiler and machinery. NAIC publishes the top 125 groups in each line, so a group's premium in a line where it falls outside the top 125 is not counted; totals near the bottom of the list are therefore slight underestimates.

Seven groups that would otherwise appear are left out, because a business cannot buy from them in the open market or because what NAIC files under these lines is mostly consumer coverage (personal umbrella, dwelling fire, personal valuables, device protection or travel insurance): USAA, CSAA, the Ohio Bureau of Workers' Compensation (a monopolistic state fund), Florida's Citizens Property Insurance, the Texas FAIR Plan and Texas Windstorm Insurance Association, Assurant and Generali. The next groups in NAIC order take their places.

Groups combine companies under common ownership as filed with the NAIC in August 2025; acquisitions announced or completed since then are described on each profile. Ratings, contacts and descriptions come from each insurer's profile, which lists its sources and the date it was last reviewed.

Rankings by line: the largest workers' comp insurers, the largest commercial auto insurers, the largest commercial liability insurers, the largest commercial package, the largest medical malpractice insurers and the largest surety companies.

Key takeaways

  • Travelers, Chubb and Liberty Mutual were the three largest U.S. business insurers by 2025 commercial premiums.
  • The top 10 groups wrote 34.6% of commercial premiums in the 17 lines counted; the top 100 wrote 83.7%.
  • Large and small carriers differ mainly in appetite and how they sell; size does not tell you price or claims service.
  • Check each insurer's dated rating and the subsidiary named on your policy before you rely on a quote.
