Overview

Intact Insurance Specialty Solutions is the U.S. specialty insurance business of Intact Financial Corporation, Canada's largest property and casualty insurer. Its NAIC group was ranked No. 46 among U.S. business insurers by 2025 commercial lines direct premiums written, with $1.94 billion, based on NAIC market share data. It is a national top-10 writer in two lines, seventh in surety and ninth in ocean marine, and its largest lines are other liability, surety, inland marine and commercial auto.

The NAIC group consists of five insurance companies: Atlantic Specialty Insurance Company and Homeland Insurance Company of New York (both New York insurers), Homeland Insurance Company of Delaware, and OBI America and OBI National Insurance Company (Pennsylvania insurers, the "OBI" a holdover from OneBeacon). All five list their principal place of business in Plymouth, Minnesota, and the U.S. holding company is Intact Insurance Group USA LLC. The website and much of its material now use the shorter "Intact Insurance" name.

Intact describes its U.S. business as focused on medium-sized companies, with US$2.2 billion of operating direct premiums written in 2025 and roughly a 1% share of the U.S. specialty market. It sells through independent agencies, regional and national brokers, wholesalers and MGAs; in 2025 brokers produced 74% of premium and MGAs 26%. Emmanuel Clarke leads Intact's Global Specialty Lines; Charles Brindamour is CEO of Intact Financial.

History

The U.S. business was built on OneBeacon Insurance Group, a specialty insurer previously part of White Mountains Insurance Group. Intact Financial closed its acquisition of OneBeacon on September 28, 2017, which Intact says created a North American specialty platform focused on small and mid-sized businesses. The business was later rebranded as Intact Insurance Specialty Solutions.

Further moves shaped it:

  • 2017 to 2022 exits: Intact classifies as exited lines its U.S. programs and architects and engineers business (from late 2017), healthcare business (2019) and public entities (2022).
  • December 2, 2019: Intact closed its purchase of The Guarantee Company of North America, which it says solidified prominent positions in public entity and surety; surety is now one of the group's two national top-10 lines.
  • June 1, 2021: Intact completed its acquisition of RSA Insurance Group, adding U.K., Irish and international specialty capabilities that now sit beside the U.S. business in a global specialty lines organization.
  • MGA platform: Intact owns or partners with specialist distributors, including Striior Insurance Solutions (builders risk), A.W.G. Dewar (tuition reimbursement since 1930), International Bond & Marine (customs bonds and marine) and the cyber MGA Resilience.

Business insurance products

Intact runs more than 20 specialty business lines, each with its own underwriters, claims staff and risk control:

  • Surety: commercial bonds (court, license and permit, customs through IB&M, tax, workers' compensation, closure and post-closure) for Fortune 2500 and large private companies, with up to $500 million aggregate capacity per account; contract bonds for middle-market and large general, heavy civil, sub- and environmental contractors, targeting up to $200 million bonded aggregate cost to complete. Rating plans are available in all 50 states, and transactional bonds can be issued through Intact BondClick. See surety bonds explained: how they differ from insurance.
  • Marine: ocean marine for cargo, vessels, marinas and yachts, including up to $50 million of primary cargo capacity through Intact OneCargo; inland marine for construction, transportation and fine art; builders risk through Striior.
  • Accident and health: occupational accident, contingent liability, passenger accident, vehicle physical damage and non-trucking liability for owner-operators, motor carriers and couriers, plus occupational accident (including Proposition 22 coverage in California) for rideshare, delivery and other on-demand platforms.
  • Technology: tech E&O and network security (its Information Technology Solutions product), products liability and a full package of GL, property, auto, umbrella and workers' comp for electronics makers, software and IT firms, telecom companies, systems integrators and data centers.
  • Entertainment: production packages for film and TV and touring entertainers, contingency and event cancellation, media liability, rental house coverage and event liability.
  • Management and professional liability and financial institutions: D&O, EPL, fiduciary, crime and E&O, including coverage for colleges, universities and independent schools.
  • Specialty property (with a focus on excess placements), environmental, renewable energy, life sciences, trade credit and multinational programs in 150-plus countries and territories.

Who it insures

This is a middle-market specialty carrier. It wants accounts where an industry team adds value: a tech manufacturer with products and E&O exposure, a production company, a marina, a contractor needing a bond line, a motor carrier with independent contractor drivers. Very large corporations come in for commercial surety and multinational programs. Intact does not position itself as a small business BOP market, and it has walked away from programs, architects and engineers, healthcare and public entity business in the U.S. By premium, its largest states in 2025 were California (14%), Texas (8%), Florida (7%), New York (7%) and Tennessee (4%). Some coverage is written on an E&S basis through licensed surplus lines brokers.

How to buy

Buy through a broker or agent appointed with Intact, or a wholesaler for surplus lines placements; Intact has no direct-to-business sales or online quoting. Each business line publishes a capabilities profile and target market, and the entertainment unit lists eligible SIC codes, which helps your broker judge fit before submitting. Customs bonds go through International Bond & Marine, tuition reimbursement through Dewar, and certain builders risk through Striior. Customer service is at 800-662-0156 on weekdays from 8 a.m. to 5 p.m. ET.

Claims

Report a claim 24/7 by phone at 877-248-3455, by email (workers' comp losses have their own mailbox), or through the online claims portal, which also shows claim status. Online forms cover auto, general liability, property and yacht claims, and a separate workers' comp site takes comp claims. Surety claims have a dedicated line, 866-328-0567. Intact says 98% of its claims are handled by in-house staff rather than outside adjusters and that more than half its large-loss handlers hold advanced degrees such as J.D.s or M.B.A.s. Risk control consultants cover cyber and network security, fire protection, ergonomics, industrial hygiene and fleet safety, with partner services such as DriverCheck for trucking accounts.

Financial strength and ratings

On May 21, 2026, AM Best affirmed the A+ (Superior) Financial Strength Rating of Intact Insurance Company and Intact Financial's core insurance subsidiaries, with a stable outlook. Intact's investor site lists Atlantic Specialty, both Homeland companies and both OBI companies at A+ (Superior) from AM Best, AA from DBRS, AA- from Fitch and A1 from Moody's.

In its 2025 annual report, Intact reported a U.S. combined ratio of 85.1%, improved from 87.5% in 2024, and said its objective is to expand the U.S. specialty business while keeping that outperformance. U.S. catastrophe losses ran above expectations in 2025 because of several large commercial fires and third-quarter weather.

Strengths and weaknesses

Intact brings Canadian-parent capital and an A+ rating to a collection of focused U.S. specialty units. The flip side is a narrow, middle-market appetite and a history of pruning lines.

  • Strengths: A+ (Superior) from AM Best, AA- from Fitch and A1 from Moody's. National top-10 positions in surety (No. 7) and ocean marine (No. 9). Deep industry teams in technology, entertainment, transportation and marine. A U.S. combined ratio of 85.1% in 2025. Claims handled overwhelmingly in-house.
  • Weaknesses: Not a market for typical small businesses or standard package accounts. Exits from programs, architects and engineers, healthcare and public entity show appetite can narrow. Some products are written through MGAs or on surplus lines paper, which is not covered by state guaranty funds. Workers' comp in the A&H unit is offered only as a facilitative product.
