Overview

Western National is a Minnesota mutual and one of the larger independent-agency regional carriers in the Upper Midwest and Northwest. The group was ranked No. 72 among U.S. business insurers by 2025 commercial lines direct premiums written, with $1.09 billion, based on NAIC market share data, about 0.22% of the national commercial market. It does not rank in the national top 10 in any single line. Commercial auto is its biggest commercial line at $423.3 million, ahead of other liability, workers' comp and package policies. Personal auto and homeowners bring all-lines premium to $1.40 billion.

The group calls itself "super-regional." Its companies are:

  • Western National Mutual Insurance Company (Edina, Minnesota): the parent mutual.
  • Western National Assurance Company (Seattle).
  • Umialik Insurance Company (Anchorage), which serves Alaska.
  • Pioneer Specialty Insurance Company: now marketed as Western National Program Business.
  • American Freedom Insurance Company (Mount Prospect, Illinois): a non-standard auto insurer.
  • Michigan Millers Mutual Insurance Company (Lansing): an affiliate that joined the group's reinsurance pool on January 1, 2026.

Everything is sold through independent agents. Rick Long is president and CEO.

History

The company began on the farm. The Mutual Creamery and Cheese Factory Fire Insurance Company of Minnesota was incorporated in St. Paul in January 1900 to insure dairy cooperatives' buildings and equipment. It began operating in May 1901. Liability (1915) and tornado (1925) companies followed, and in 1953 the property and liability companies merged as Mutual Creamery Insurance Company. By 1955, it insured more than 90% of the creameries and cheese cooperatives it targeted. It then began selling personal auto, homeowners and other lines, and switched from selling through its own employees to independent agents.

Later milestones:

  • 1970: renamed Western National Mutual Insurance Company and moves to Edina.
  • 1974: buys Cascade Insurance Company of Seattle, renames it Western National Assurance Company, and enters Oregon and Washington.
  • 2007–2016: a run of mergers, acquisitions and affiliations, including a 2007 merger with Farmers Home Mutual. American Freedom, Pioneer Specialty and Umialik join the group, and Michigan Millers becomes an affiliate in early 2015. In 2016, Western National also buys Nevada General Insurance Company from Mutual of Enumclaw.
  • 2024: agrees in February to sell Nevada General to Southlake Specialty Insurance Company, a fronting carrier, with closing targeted for the end of the first quarter.
  • 2026: Michigan Millers joins the Western National pool on January 1, and AM Best raises its rating to A+.

There has been no sale or demutualization. Western National remains a policyholder-owned mutual.

Business insurance products

Core commercial lines. Most accounts are written on a commercial package policy combining property, crime, inland marine and general liability, with commercial auto and umbrella written alongside. To get the umbrella, Western National must write the underlying primary policies. The property form includes equipment breakdown coverage and a property enhancement endorsement with broader limits for items such as sewer backup, utility services, signs and newly acquired property. Contractors E&O and manufacturers E&O are written on claims-made forms. Cyber liability is offered with limits up to $1 million, and employment practices liability comes with an employer resource website and legal advice line. Workers' comp is available on guaranteed cost, deductible and dividend plans.

Programs. Western National Program Business (formerly Pioneer Specialty) writes niche programs with their own applications and eligibility rules:

  • Home health care and companion care: workers' comp, for agencies with at least three years under the same ownership.
  • Metal recycling, auto dismantling and document shredding.
  • Refuse haulers.
  • Independently owned school bus operators.
  • Septic services, tree care, towing, and truck body and trailer manufacturing.

These programs package auto, general liability, property, cargo, inland marine, umbrella and workers' comp. They help explain why commercial auto is the group's largest commercial line.

Surety. Western National is a full-service contract and commercial surety market in 42 states and D.C. Standard and preferred contract programs go up to $15 million single and $30 million aggregate. ContractXpress bonds go up to $3 million without CPA-reviewed statements, and bonds up to $750,000 can often be written on an application and credit check. Western National also takes part in the SBA Bond Guarantee Program for emerging contractors. On the commercial side it writes license and permit, court, fiduciary, public official and non-construction performance bonds. See surety bonds explained: how they differ from insurance.

Who it insures

The commercial appetite is small and mid-size Main Street and contractor business in its footprint:

  • Commercial lines: Alaska, Idaho, Illinois, Iowa, Minnesota, Montana, Nevada, North Dakota, Oregon, South Dakota, Utah, Washington and Wisconsin. Michigan Millers adds Michigan and New York.
  • Surety: a much wider territory of 42 states and D.C., served from Edina through remote underwriting teams in the Northwest, Southwest, Central, South Central and Southeast regions.

The programs reach niche operators that many regionals avoid, such as refuse haulers, salvage yards and school bus companies. Each has eligibility rules. For example, the refuse program wants at least three years of industry experience and documented driver selection and hiring practices. A business outside the commercial states can still buy a bond here, but not a package policy. The group's home state is Minnesota, and Umialik gives it an Anchorage-based carrier in Alaska.

How to buy

Western National sells only through independent insurance agents. Its website has a find-an-agent tool, and the group publicly recognizes its top agencies each year. There is no online quoting or direct sales. Programs need a supplemental application from the agent. Surety appointments and bond verifications go through [email protected] or 800-862-6070. Business in Michigan and New York is written on Michigan Millers policies. Policyholders can pay bills and manage policies through the customer portal; billing and policy service are at 800-352-2772.

Claims

Claims can be reported 24/7 at 855-921-3164, by email to [email protected], by fax to 855-921-5670, or with the online auto and property claim forms. Holders of newer policy numbers can file through the customer portal. Commercial policies with older WC or CPP number formats should be reported by phone. Workers' comp injuries also have a 24/7 work injury nurse line at 855-607-7548. Comp claims documents go to [email protected] or fax 877-862-8801. Western National's own claims staff, based in Edina, handles claims across its states. Surety claims use the same number on weekdays. Michigan Millers policyholders report claims at 800-888-1914.

Financial strength and ratings

On November 6, 2025, Western National announced that AM Best had affirmed the group's A+ (Superior) financial strength rating. On January 15, 2026, it said AM Best had raised Michigan Millers from A (Excellent) to A+ after Michigan Millers joined the pool. The group's figures for 2025 cover all of its companies. They show direct premium written of $1.4 billion, up 9.0% from continuing operations, and net income of $154.9 million, up from $96.8 million in 2024. Surplus grew 16.6% to $1.3 billion, and total assets reached $3.2 billion. The group has been named to the Ward Group's Top 50 property-casualty list, most recently in July 2026. See AM Best rating for how AM Best grades work.

Strengths and weaknesses

Western National is a well-capitalized, agent-loyal mutual with real depth in surety and a set of hard-to-place programs. Its main limit is geography: commercial package business is confined to about 15 states.

  • Strengths: A+ (Superior) from AM Best, affirmed November 2025, with $1.3 billion of surplus at year-end 2025. Contract surety up to $15 million single and $30 million aggregate in 42 states and D.C., plus SBA-backed bonds for newer contractors. Programs for refuse haulers, recyclers, school bus operators, towing and home health care. A local carrier in Alaska through Umialik.
  • Weaknesses: Commercial lines only in the Upper Midwest, Northwest, Mountain West and Alaska, with Michigan and New York available only through Michigan Millers. No online quoting or direct option. The umbrella requires Western National to write the primary policies. Several brands and claim channels to keep straight after the Michigan Millers pooling.
