Overview

AF Group is the holding company behind Accident Fund, one of the larger workers' compensation writers in the country, and a set of specialty brands. Its NAIC group, filed under its owner Blue Cross Blue Shield of Michigan, ranked No. 37 among U.S. business insurers by 2025 commercial lines direct premiums written, with $2.73 billion, based on NAIC market share data. All of that premium is commercial. Workers' compensation alone was $1.41 billion, enough to rank the group 10th nationally in that line, followed by other liability, commercial auto and commercial multiple peril.

The brands are Accident Fund (small and mid-sized employers), United Heartland (middle-market comp, written by United Wisconsin Insurance Company), CompWest (California and select Western states), Third Coast Underwriters (complex comp operations), Fundamental Underwriters (trucking), Assigned Risk Solutions (state assigned risk business), AF Specialty (programs and fronting), AmeriTrust (specialty commercial and programs), Century Insurance Group (E&S small commercial) and Mackinaw Administrators (a third-party administrator). The NAIC group's legal entities include Accident Fund Insurance Company of America, Accident Fund General, Accident Fund National, United Wisconsin, CompWest, Third Coast, AmeriTrust Insurance Corporation, Star Insurance, Williamsburg National, Century Surety and ProCentury.

Ownership is about to change. On February 13, 2026, Blue Cross Blue Shield of Michigan agreed to sell AF Group to Enstar Group, a Bermuda insurance and reinsurance group owned by investment vehicles managed by affiliates of Sixth Street. Neither side disclosed a price. Enstar expected completion in the second half of 2026, subject to regulatory approvals, and AM Best has described the window as the second half of 2026 to early 2027. No completion had been announced as of October 2026. Enstar says AF Group will run largely as a standalone company under its current leadership. Lisa Corless has been president and CEO since 2016.

History

Accident Fund began as Michigan's state workers' compensation fund: in 1912 Michigan became the second state to adopt the state accident fund approach. The fund became an agency of the state Department of Commerce in 1990. Legislation allowing privatization was signed in 1993, and in 1994 the Michigan Supreme Court upheld the state's right to sell the fund to Blue Cross Blue Shield of Michigan. Accident Fund Company began operating as a private insurer in 1995 and earned its first AM Best rating, A- (Excellent), in 1996. It was renamed Accident Fund Insurance Company of America in 2000.

Growth since then came through both acquisitions and new brands:

  • 2005: acquired United Heartland.
  • 2007: bought CompWest Insurance.
  • 2010: launched Third Coast Underwriters.
  • 2011: licensed to write comp in all 50 states.
  • 2012: formed Accident Fund Holdings, which passed $1 billion of premium in 2015.
  • 2016: renamed AF Group, with Lisa Corless named president and CEO.
  • 2017: launched AF Specialty for captive solutions.
  • 2018: launched Fundamental Underwriters for commercial trucking and Assigned Risk Solutions for the high-risk comp market.

The largest deal was AmeriTrust Group of Southfield, Michigan, formerly Meadowbrook Insurance Group, which dates to 1955 and had been owned by China's Fosun since 2015. AF Group agreed to buy it in April 2022 and announced completion on January 3, 2023. AmeriTrust brought commercial package, specialty program and E&S business, including Century Surety, and is the main reason the group now writes meaningful liability, auto and package premium alongside comp.

Business insurance products

Workers' compensation. Accident Fund, United Heartland, CompWest and Third Coast all write comp and employers liability through agents. Accident Fund offers AccuPremium pay-as-you-go billing (see pay-as-you-go workers' comp: how it works and who it suits), group programs, loss control consulting, premium audit, fraud detection and TeleCompCare, a 24-hour telemedicine program that connects injured workers with triage nurses and, when appropriate, occupational doctors by video. Assigned Risk Solutions services policies for employers that cannot find coverage in the voluntary market. See assigned risk and residual markets for workers' comp.

Trucking. Fundamental Underwriters writes commercial trucking auto for a range of fleet sizes, plus general liability and excess liability for mid-sized and larger clients. It added personal non-owned auto and large-deductible products in 2021.

Specialty commercial (AmeriTrust). Admitted commercial coverage for niches including agribusiness, liquor liability and scrap metal recycling, plus program business and association-based program design.

E&S (Century Insurance Group). Century Surety writes E&S general liability, commercial property and multi-peril coverage for small and mid-sized businesses. It has specialty divisions for inland marine, environmental, garage and auto dealers, ocean marine, excess, and surety (Star Surety).

Programs and fronting (AF Specialty). AF Specialty offers delegated-authority programs on fully insured, fronted, hybrid and risk-sharing structures, along with captive solutions. In April 2026 it agreed to supply capacity to Applied Surety Underwriters' commercial and contract surety program for middle-market construction and large commercial accounts.

Administration. Mackinaw Administrators is a third-party administrator for self-insured employers, group funds, large-deductible programs, captive owners and public entities.

Who it insures

Comp is the core: employers from small shops to national accounts, written in every state where private carriers can sell primary comp. Ohio, Washington, North Dakota and Wyoming are monopolistic, so private carriers cannot sell primary comp there. Accident Fund courts small businesses, United Heartland handles middle-market and national account comp, and CompWest concentrates on California and nearby Western states. The specialty side reaches Trucking company insurance, Auto dealer insurance, liquor-serving businesses, agribusiness, recyclers and hard-to-place small commercial risks through Century. Mackinaw's client list adds construction, education, forestry, healthcare, hospitality, manufacturing, municipalities and retail. The home market remains Michigan, where Accident Fund began as the state fund.

How to buy

AF Group sells only through agents. Accident Fund, United Heartland, CompWest and Third Coast have "Find an Agent" tools. Accident Fund agents use AFXpress, an agent-only platform for quoting and binding comp with Accident Fund Insurance Company of America. Century is wholesale-only and works through general agents and brokers, which can rate, quote and bind through its Century Online portal. AmeriTrust has an agent portal with online rate, quote and bind systems for its programs, and AF Specialty works with program administrators and MGAs that meet its partnership criteria. Business owners cannot buy online directly. Policyholders can pay bills, file claims and manage policies online.

Claims

For Accident Fund comp claims, the fastest route is the online reporting portal at dcp.accidentfund.com. You can also call 866-206-5851 or fax 866-814-5595. Accident Fund asks employers to report injuries within 24 hours and says a claims handler will reach out within 24 to 48 hours. The same 866-206-5851 number appears on the United Heartland, CompWest and Third Coast sites. Fundamental Underwriters lists 866-221-0095, and Assigned Risk Solutions lists 866-221-9640. Century accepts claim reports online around the clock through its Report a Claim page. Claims and medical management, provider networks, return-to-work support and TeleCompCare are run in-house. A strong comp claims operation shows up over time in a lower experience modification rate, since every claim dollar feeds the mod.

Financial strength and ratings

AM Best rates the AF Group companies A (Excellent). After the Enstar announcement, in February 2026, AM Best placed the A (Excellent) financial strength rating and "a" issuer credit ratings of AF Group members under review with developing implications. It said they will stay there until the deal closes and it has discussed AF Group's strategy with both management teams. AM Best described the group's balance sheet strength as very strong and its operating performance as strong. AF Group does not publish S&P or Moody's ratings, and it is not ranked in J.D. Power's small commercial study.

Enstar put AF Group's 2025 consolidated gross written premium at $3.3 billion. Business Insurance, citing the company's most recent financial report, put 2024 net income at $184.8 million. The seller's finances are part of the backdrop: Blue Cross Blue Shield of Michigan said the sale strengthens its financial foundation and capital flexibility.

Strengths and weaknesses

AF Group combines a century of comp experience, a former state fund's roots and an A rating with a growing specialty book. The open question for 2026 and 2027 is what changes under Enstar, a company best known for buying and managing run-off books, even though it has said AF Group will keep operating as a standalone company.

  • Strengths: Comp specialist ranked 10th nationally in the line; brands for every account size from small employers to national accounts and assigned risk; in-house claims, medical management and telemedicine; AM Best A (Excellent) with very strong balance sheet strength; added E&S, trucking and program capacity through AmeriTrust and Century.
  • Weaknesses: Ownership change to Enstar is pending, with ratings under review; no direct or online buying for business owners; ten brands with overlapping websites can confuse buyers checking a certificate or claims contact; specialty lines beyond comp were largely acquired in 2023 and are still being integrated.

For comparison, brokers often look at other comp specialists such as EMPLOYERS, AmTrust Financial and ICW Group.
