Overview
AXA XL is the property-casualty and specialty risk division of AXA, the French insurance group, and the U.S. business is run from a home office in Stamford, Connecticut. AXA's U.S. companies ranked No. 20 among U.S. business insurers by 2025 commercial lines direct premiums written, with $6.76 billion, based on NAIC market share data. Nearly all of that is commercial, and more than half is other liability ($3.93 billion), the category that holds general liability, umbrella and excess casualty, D&O and professional liability. Nationally the group ranks fifth in burglary and theft, seventh in boiler and machinery, seventh in excess workers' compensation, ninth in other liability and tenth in aircraft.
The U.S. policies are issued by a handful of legal entities that still carry XL names: AXA XL Insurance Company Americas, Greenwich Insurance Company, Indian Harbor Insurance Company (its U.S. surplus lines insurer), XL Insurance America, XL Specialty Insurance Company and T.H.E. Insurance Company, with XL Reinsurance America and Coliseum Reinsurance in the same NAIC group. A new company, AXA XL Excess & Surplus Lines Insurance Company, was launched in September 2026. Some U.S. risks are also placed with AXA XL's Lloyd's syndicates or its U.K. insurer on a surplus lines basis.
AXA XL says it has about 9,000 employees, writes more than 30 lines of business, serves clients in more than 200 countries and territories, and works with more than 90% of Fortune 500 companies. Scott Gunter is CEO; Lucy Pilko is CEO of the Americas insurance business.
History
XL was founded in 1986, entered the European market in 1990 and listed on the New York Stock Exchange in 1991, according to AXA XL's own timeline. In 2015 it bought Catlin Group, a Lloyd's-based specialty insurer, and traded as XL Catlin. AXA, whose roots go back to 1817, acquired XL Group in 2018 and created the AXA XL division from it.
That history explains why buyers still see XL Specialty, Indian Harbor and Greenwich on policies and certificates even though the brand is AXA XL. The most recent change came on September 30, 2026, when AXA XL announced a dedicated surplus lines company, AXA XL E&S, to serve only wholesale brokers. AXA XL says E&S casualty new business will move to the new company in early 2027 and existing policies in mid-2027, with E&S property following later in 2027, alongside a move to a Guidewire policy system. Products and rates are to stay unchanged during the transition.
Business insurance products
AXA XL is built for mid-sized and large accounts rather than small package business. Its product families include:
- Casualty: primary general liability, umbrella and excess casualty, workers' compensation and commercial auto. See commercial umbrella insurance.
- Property and construction: large property programs, builders risk and construction casualty, supported by AXA XL Risk Consulting's loss prevention surveys. AXA XL ranks seventh nationally in boiler and machinery, the NAIC line for equipment breakdown.
- Professional and financial lines: D&O, E&O and professional liability (including architects and engineers), cyber and crime.
- Specialty: marine and logistics, aviation and aerospace, fine art and specie, political risk, equine and livestock, entertainment and leisure.
- Environmental: environmental and pollution liability.
- E&S: general liability, umbrella and excess casualty, railroad liability and property on a non-admitted basis through wholesalers. See excess and surplus lines.
- Captives and structured risk: captive and structured solutions for companies that retain a large share of their own risk.
- Programs and delegated authority: capacity for program administrators and MGAs in most standard and specialty lines, except long-haul trucking, towing and livery for programs and workers' comp for delegated authority.
Who it insures
AXA XL's target clients are mid-sized companies through large multinationals. Its industry pages include construction, energy, manufacturing, real estate, technology, healthcare and life sciences, financial services, transportation, marine and logistics, aviation, food and beverage, education and public entities, and professional services such as architects and engineers. Its Americas Mid-Market unit publishes separate U.S. and Canadian appetite guides for smaller commercial accounts.
AXA XL writes in all 50 states through its admitted and surplus lines companies, and its multinational program capability lets a U.S. parent coordinate local policies abroad.
How to buy
AXA XL sells only through brokers. Its site states that U.S. residents should go through a local agent or broker licensed to write the business in their state. Large accounts usually come through national and global retail brokers; hard-to-place risks go through wholesale brokers to Indian Harbor and, starting in 2027, AXA XL E&S; and smaller niche accounts may reach AXA XL through a program administrator. There is no online quoting or direct sale to business owners. Certificates and policy service run through the broker.
Claims
For a new U.S. claim, AXA XL asks you to complete its claim submission form and email it to its North American first-notice address or mail it to AXA XL Claims, P.O. Box 211547, Dallas, TX 75211. For an existing claim or a general claims question, call 877-720-8844 from inside the U.S. (610-968-2600 from outside) or email the claims inquiry address on its claims page. Your policy's notice-of-claim condition may name a specific reporting address, so check it first. AXA XL says it has more than 1,200 claims professionals worldwide; clients and brokers can track losses through the XL GlobalClaim portal and AXA XL Client Dashboard.
Financial strength and ratings
AXA XL's ratings page, with a last rating action of April 1, 2026, lists its U.S. insurers at A+ (Superior) from AM Best and AA (Very Strong) from S&P Global, both with stable outlooks. AM Best assigned the same A+ to the new AXA XL E&S company on March 25, 2026, and S&P rated it AA as of April 1, 2026. At the parent level, AXA's principal insurance subsidiaries carry AA from S&P (March 11, 2026), Aa2 from Moody's (October 8, 2025) and A+ from AM Best (October 9, 2025). AXA XL is not ranked in J.D. Power's small commercial study.
Strengths and weaknesses
AXA XL brings large limits, engineering-led property underwriting and global reach, backed by AXA, whose main insurers S&P rates AA. It is a broker market for mid-size and large risks, not a place for a small business to buy a policy on its own.
- Strengths: AA from S&P and A+ from AM Best on its U.S. companies; national top-10 positions in other liability, boiler and machinery, burglary and theft, excess workers' comp and aircraft; risk consulting and multinational program capability; a dedicated E&S company for wholesale brokers from 2027.
- Weaknesses: No direct, online or small-business package offering; legacy XL entity names on policies can confuse buyers checking certificates; U.S. claims reporting is by form, email or mail rather than a single first-notice phone line; the E&S migration to a new entity and policy system runs through 2027.
Brokers usually compare AXA XL with AIG, Chubb and Zurich North America on large casualty and property placements.
