Overview
Shelter Insurance is a policyholder-owned mutual in Columbia, Missouri, best known for personal auto and homeowners insurance sold by its own agents across the Midwest and South. Business insurance is a sideline built for the customers those agents already serve: small business owners, landlords and farmers. The Shelter group was ranked No. 94 among U.S. business insurers by 2025 commercial lines direct premiums written, with $680.0 million, based on NAIC market share data, or about 0.14% of the national commercial market. Its only national top-10 position is ninth in burglary and theft insurance.
Most of that commercial premium sits in the property lines. Allied lines ($290.2 million) and fire ($109.0 million) are the two biggest pieces, which is where standalone property policies such as Shelter's commercial fire and rental dwelling forms are reported, followed by commercial auto ($91.4 million) and business package (commercial multiple peril) policies ($77.1 million). Workers' compensation does not appear on its business product list.
The NAIC group combines Shelter Mutual Insurance Company, Shelter General Insurance Company, Shelter Reinsurance Company, Haulers Insurance Company and AmShield Insurance Company. Shelter Life Insurance Company is also owned by Shelter Mutual. The Shelter brand is sold by nearly 1,400 exclusive agents in 14 states; Haulers and AmShield reach independent agents in six more.
History
Shelter began on January 1, 1946, as MFA Mutual Insurance Company, set up by the Missouri Farmers Association with seven employees and a $100,000 loan from the association to give farmers affordable auto insurance. MFA Life followed in 1959, and by the early 1960s the company was selling in Arkansas, Kansas, Nebraska, Illinois, Iowa, Kentucky, Tennessee, Indiana and Oklahoma, adding Colorado, Mississippi and Louisiana in the 1970s.
In 1981 the insurer separated from the farmers' association and became Shelter Insurance Companies, swapping the MFA shield for the "Shield of Shelter." Shelter Reinsurance Company opened in 1986 to write assumed reinsurance worldwide. In 2008 Shelter bought Haulers Insurance Company of Columbia, Tennessee, a personal and commercial auto insurer founded in 1986. AmShield Insurance Company was incorporated in 2014 and began writing in the Phoenix area in late 2017 and in Oregon in 2018. Nevada, added in 2006, is being exited after what the 2025 annual report calls highly unprofitable experience over the past decade; Ohio, added in 2016, is the newest Shelter state. A direct-to-consumer brand, Say Insurance, launched in 2016 and was discontinued in 2023.
Since 2024 Shelter has been replacing its core systems with Guidewire policy, billing and claims software under a program it calls Monarch. Personal products are being built first; the 2025 annual report says commercial products are being developed and tested for a later launch. Shelter celebrated its 80th anniversary in 2026.
Business insurance products
Shelter's own business shelf is short and aimed at small accounts:
- Business owners policy. A BOP combining building, other structures and business personal property with loss of income, liability and medical payments. Built-in extras include extra expense, accounts receivable, valuable papers, theft damage to buildings, property of others in your care and 30 days of automatic coverage for newly acquired property. Options include garage keepers legal liability, earthquake (not everywhere), replacement cost on business personal property, piers and docks, and products and completed operations. Credits are offered for sprinklers, fire-resistive construction, condominium buildings, newer or updated buildings and protective devices.
- Business auto. Cars, SUVs, pickups and vans, plus box trucks, tractor-trailers and farm vehicles, with options for hired autos and employers' non-ownership liability, added paint and equipment and audio/visual equipment. See commercial auto insurance: what it covers and what it leaves out.
- Commercial fire. A named-perils property policy (fire, lightning, wind and hail, explosion, smoke, vandalism, sprinkler leakage and others) that pays actual cash value unless you add replacement cost; see replacement cost vs actual cash value for business property.
- General liability with medical payments, personal and advertising injury, and explosion, collapse and underground coverage, plus pollution liability in some cases.
- Apartment owners and rental dwelling policies for Landlord insurance.
- Farm insurance: farmowners, farm property, farm liability (with an option for farm employees), farm equipment and livestock.
Haulers sells commercial auto, general liability, commercial property, auto dealers coverage and garage keepers liability through independent agents; see garage liability and garagekeepers coverage. Shelter's internal brokerage, Daniel Boone Agency (formed in 1965), lets Shelter agents place business with other carriers when Shelter will not write it; agents placed more than $175 million of premium through it in 2025.
Who it insures
The Shelter brand writes in Arkansas, Colorado, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Nebraska, Ohio, Oklahoma and Tennessee. Its site tells business owners to ask their agent which products are available in their state, so not every line is sold everywhere. The natural fit is a household that already insures its home and cars with Shelter and owns a small storefront, a few rental houses, an apartment building or a farm.
Haulers lists Alabama, Georgia, Missouri, South Carolina, Tennessee and Virginia and targets contractors and tradesmen, auto dealers and service shops, and service businesses. In 2025 it stopped writing taxi policies and raised down payment requirements. AmShield writes property and casualty business through independent agents in Arizona and Oregon, with Arizona about 79% of its premium.
Larger or complex risks are outside the appetite. Shelter does not advertise workers' compensation, professional liability, cyber or commercial umbrella products for businesses, so most employers will need a second carrier for comp.
How to buy
Through a Shelter agent. The website's quote page has a "Business" option and an agent locator, but business quotes go to an agent of your choosing; Shelter only lets customers start online quotes for auto, motorcycle, ATV, RV and renters policies. For Haulers or AmShield, use an independent agent appointed with those companies.
Existing customers manage policies through a My Shelter online account and the Shelter mobile app. Shelter requires a licensed agent or customer service representative for many policy changes, such as adding vehicles or drivers.
Claims
Report a claim online at shelterinsurance.com or by calling 800-743-5837 (1-800-SHELTER) at any hour. Claims mail goes to Shelter Insurance-Claims, P.O. Box 6008, Columbia, MO 65205, and photos and documents can be emailed to the claims address on the site with the claim number in the subject line. Roadside assistance is 855-817-6510.
Haulers customers report claims at 866-665-1003; other Haulers claim questions go to 888-296-7419 on weekdays.
Storms drive Shelter's claims load. Its 2025 annual report counts six catastrophic storms in 2025, the costliest a March wind and hail event in Arkansas and Missouri estimated at $155 million of incurred losses, and an average weather claim of $11,763, up 37% from 2022.
Financial strength and ratings
On October 3, 2024, AM Best affirmed the A (Excellent) financial strength rating of Shelter Mutual and its property and casualty subsidiaries but downgraded their long-term issuer credit ratings to "a" from "a+," with a stable outlook. AM Best cited underwriting results that had fallen below peers, driven by weather losses in states where Shelter is concentrated, five straight years of underwriting losses and three of operating losses, while assessing its balance sheet strength as strongest. The downgrade followed a negative outlook assigned in September 2023. Shelter's ratings page, marked as verified in November 2025, lists A (Excellent) for Shelter Mutual, Shelter General, Shelter Reinsurance, AmShield, Haulers and Shelter Life.
Results have since turned. According to the 2025 annual report, Shelter Mutual and Shelter General grew net direct written premium 6.9% to $3.02 billion, posted a 97.4% combined ratio against a five-year average of 109.9% and earned $216 million before tax. Shelter Mutual's surplus was $2.62 billion. Shelter Reinsurance, about a quarter of whose premium is from the U.S., wrote $188.5 million and earned $92.5 million before tax. Haulers lost $3.4 million before tax on $39.6 million of premium.
Shelter's J.D. Power awards are for personal auto: it ranked highest in customer satisfaction among auto insurers in the Central region for the ninth time in 2026. It is not ranked in J.D. Power's small commercial study.
Strengths and weaknesses
Shelter is a reasonable home for a small, simple business whose owner already has a Shelter agent, but its commercial shelf is thin and the core book is heavily exposed to Midwest and Southern storms.
- Strengths: One exclusive agent can package a BOP, business auto, rental property and farm cover with the owner's home, auto and life insurance. A policyholder-owned mutual whose capital AM Best assesses at the strongest level, with surplus at a record $2.62 billion at the end of 2025. A return to underwriting profit in 2025 after years of losses. Haulers gives independent agents a market for garages, auto dealers and contractors' auto.
- Weaknesses: No workers' comp, professional liability or cyber product for businesses on its website. AM Best cut its issuer credit rating to "a" from "a+" in October 2024 after five straight years of underwriting losses. No online quoting for business lines. Shelter-brand policies are limited to 14 states, and a systems conversion for commercial products is still in progress.
