Overview
EMPLOYERS is a workers' compensation specialist and nothing else. It writes guaranteed-cost comp for small businesses in low-to-medium hazard classes, and since June 2026 excess comp for self-insured organizations. It was ranked No. 89 among U.S. business insurers by 2025 commercial lines direct premiums written, with $747.5 million, based on NAIC market share data, about 0.15% of the commercial market. Every dollar of that is workers' compensation. It does not rank in the national top 10 in any line. In comp it is a mid-sized carrier with a long small-business record.
The parent is Employers Holdings, Inc. (NYSE: EIG), based in Reno, Nevada. Its NAIC group has five insurers: Employers Insurance Company of Nevada, Employers Compensation Insurance Company, Employers Preferred Insurance Company, Employers Assurance Company and Cerity Insurance Company. Cerity is the group's direct-to-customer brand. Katherine H. Antonello is president and CEO.
Most of the business comes through independent agents, agency platforms and association programs. Small owners who want to skip an agent can buy online through Cerity.
History
The company grew out of Nevada's state-run comp system. The Nevada Industrial Commission was created in 1913. It became the State Industrial Insurance System (SIIS) in 1982. After years of funding trouble, the 1999 Legislature passed SB 37 to privatize it. SIIS left state control effective January 1, 2000, as Employers Insurance Company of Nevada, a policyholder-owned mutual. By the state's account, the new carrier lost about 40% of its policyholders in the first year of competition.
Milestones since then:
- 2003: Fremont Employers Insurance Company, its California unit, was renamed Employers Compensation Insurance Company. All group companies now used the Employers name.
- 2007: The mutual holding company demutualized. Employers Holdings went public on January 31, 2007, selling 26.75 million shares at $17. Eligible Nevada policyholders received about $463 million in cash plus 22.7 million shares.
- 2008: Employers bought AmCOMP Inc., a Florida-based comp writer focused on the Southeast and Midwest, on October 31. The deal was valued at about $223.5 million including debt and took the company to 29 states. AmCOMP's two insurers became Employers Preferred and Employers Assurance.
- 2019: Launched Cerity, a separate digital, direct-to-customer comp company based in Austin, Texas. It started in Illinois with a small set of classes.
- 2025: In January, AM Best upgraded the group to A. In October, an off-cycle reserve review strengthened prior-year reserves by $38.2 million, mostly because of more California cumulative trauma claims. The board approved a $125 million debt-funded recapitalization at the same time.
- 2026: In June the company wrote its first excess workers' comp policies, through Employers Assurance Company.
There has been no sale or change of control. Employers Holdings remains independent and publicly traded.
Business insurance products
The core product is a standard guaranteed-cost workers' compensation and employers' liability policy. Premium is based on payroll by class code, adjusted by your experience mod where you qualify, and trued up at a premium audit. The company sells no general liability, property, auto or BOP, so the rest of your program has to be placed with another carrier.
Other products and programs:
- Cerity: online workers' comp for micro and small businesses. You quote, buy and manage the policy yourself.
- Excess workers' compensation: launched June 2026 through Employers Assurance Company for self-insured employers, group self-insurance funds, pools and public entities. It pays claims above the employer's retention. Target segments include construction, education, healthcare, manufacturing, public entities, retail and services.
- Specialty programs: run by outside program administrators. They cover health and human services, medical temporary staffing, parcel delivery, security guards (not personal protection), shooting sports, and bus and limousine operators. Submissions go to the program administrator, not to EMPLOYERS.
- Association programs: EMPLOYERS is the recommended comp carrier for groups such as the California, Arizona, Colorado and Illinois restaurant associations and several hotel and lodging associations.
- Services: risk advisory (loss control), managed care, a fraud investigations unit, a return-to-work program and PrecisePay pay-as-you-go billing.
Who it insures
The appetite is small businesses in lower-hazard classes. The company's industry list includes Restaurant insurance and food service, hotels, retail, accounting, legal and other offices, medical and dental offices, auto service, child care, janitorial and laundry, funeral services, light contractors (electricians, HVAC, plumbing, painting, landscaping) and electronics and food manufacturing. It tells agents its API covers about 75% of U.S. small businesses. That is the company's own estimate.
It writes in 46 states and D.C. It does not write in the four monopolistic state-fund states: North Dakota, Ohio, Washington and Wyoming. It has written in California since the early 2000s, and California is where the 2025 cumulative trauma problem showed up.
High-hazard trades are not on the published small-business list. Some fit only through a specialty program or, for large self-insured employers, through the excess product.
How to buy
Most accounts are placed through appointed independent agents. Agents quote and bind through the EACCESS portal or through agency platforms connected to the EMPLOYERS API. The company names IVANS and Attune as technology partners. Association members can go through their association's program.
To buy without an agent, use Cerity. The "Start Quote" button on employers.com sends you to Cerity's online quote, which Cerity says takes about three minutes, and you can buy and manage the policy online. Cerity writes in the same 46 states and D.C.
An online quote depends on the class codes and payroll you enter. Wrong classifications come back as an additional premium at audit. See workers' comp for small businesses for what to have ready.
Claims
Report a work injury within 24 hours, either by logging in to EACCESS (policyholders and agents can report online) or by calling the 24/7 Customer Service Center at 888-682-6671. You can also fax claims to 877-329-2954. If an injured employee has not yet seen a doctor and it is not an emergency, they can call the Injured Employee Hotline at 855-365-6010 to talk with a nurse. Call 911 for emergencies.
In-house managed care staff and physician advisers oversee treatment. Prescriptions run through the Optum pharmacy benefit manager. The return-to-work program helps you bring injured staff back on modified duty, which can shorten claims and help your future mod. See the workers' comp claims process for employers for the steps.
Financial strength and ratings
AM Best upgraded the operating companies to A (Excellent) from A- in January 2025. It affirmed the A (Excellent) financial strength rating with a stable outlook on January 21, 2026. AM Best rated the balance sheet strongest, operating performance strong, ERM appropriate, and the business profile limited because EMPLOYERS is a monoline comp writer. The holding company's issuer rating is bbb (Good).
The 2025 reserve charge hurt results. In the third quarter of 2025, EMPLOYERS posted a net loss of $8.3 million and a GAAP combined ratio of 129.7%, after adding $38.2 million (2.8%) to prior-year reserves. Management blamed a rise in California cumulative trauma claims. It is now favoring margin over volume. In the second quarter of 2026, gross written premium fell 19.6% to $163.4 million and policies in force fell to 127,601 from 134,421. The combined ratio was 105.8%, and net income was $29.1 million.
Strengths and weaknesses
EMPLOYERS knows small-account comp well. It runs on high volume, low hazard and heavy automation, and its capital is strong. What you give up is breadth: it writes one line, and it is shrinking that line on purpose while it fixes pricing.
- Strengths: More than 25 years as a private comp specialist, with roots in Nevada's state fund. AM Best A (Excellent), stable outlook (January 2026), with the balance sheet rated strongest. Instant online quote and purchase through Cerity, plus a full quote-and-bind API for agencies. Association and specialty programs for restaurants, hospitality, staffing, security and delivery.
- Weaknesses: Writes only workers' comp, so general liability, property and auto need a second carrier. It took a $38.2 million reserve charge in 2025, driven by California cumulative trauma claims. Premium and policy count are falling while it re-underwrites. It doesn't write in North Dakota, Ohio, Washington or Wyoming, and its guaranteed-cost appetite skips high-hazard trades.
