Overview

W. R. Berkley is ranked No. 10 among U.S. business insurers by 2025 commercial lines direct premiums written, with $10.24 billion, based on NAIC market share data, about 2.11% of the national commercial market. It is a casualty-heavy specialty writer. Other liability, which covers general liability, excess and professional lines, makes up nearly half its premium. Nationally it ranks third in products liability, fourth in other liability and tenth in burglary and theft.

The NAIC group is W. R. Berkley Corp Group. Its insurers include Berkley Insurance Company, the lead company that reinsures its affiliates, plus Admiral Insurance and Admiral Indemnity, Nautilus and Great Divide, Acadia, Berkley Regional, Berkley National, Carolina Casualty, Continental Western, Union Insurance and Union Standard Lloyds, Tri-State of Minnesota, Gemini, StarNet, Key Risk, Preferred Employers, Midwest Employers Casualty, Intrepid, Riverport, Clermont, Firemen's Insurance Company of Washington, D.C., and several Berkley-named companies. Customers rarely see those legal names. They deal with one of about 60 Berkley businesses, such as Berkley Design Professional, Berkley Oil & Gas or Admiral Insurance Group. Each business underwrites on the group's paper and appoints its own agents and brokers.

The parent, W. R. Berkley Corporation, is listed on the New York Stock Exchange and headquartered in Greenwich, Connecticut. The company reports two segments, Insurance and Reinsurance & Monoline Excess, and sells only through intermediaries.

History

William R. Berkley and a partner started Berkley Dean & Company, an investment firm, with a $2,500 investment in 1967 while he was at Harvard Business School. It entered insurance in 1972 with the purchase of Houston General Insurance Company and went public as W. R. Berkley Corporation on October 19, 1973. The company says it has grown more by starting new businesses than by buying them:

  • 1979: bought Admiral Insurance Company, its entry into specialty and E&S.
  • 1982: bought Firemen's Insurance Company of Washington, D.C.
  • 1985: bought Carolina Casualty and formed Nautilus to write smaller E&S risks.
  • Early 1990s: formed Monitor Liability Managers for D&O and Acadia Insurance in Maine for regional business.
  • Mid-1990s: formed Vela Insurance Services for E&S contractor and liability business, and acquired Midwest Employers Casualty; revenue passed $1 billion in 1995.
  • 2001: moved its stock listing to the New York Stock Exchange.
  • 2009: formed W. R. Berkley Syndicate 1967 at Lloyd's and Gemini Transportation Underwriters.

New units keep coming. Berkley Embedded Solutions (March 2025) sells insurance at the point of purchase. Berkley Edge (August 2025) writes hard-to-place and distressed small and mid-sized risks through wholesale brokers only. In August 2026 the company formed Berkley Meridian, which combines Verus Specialty Insurance and Vela, with integration expected to run into early 2027.

Ownership is changing too. In March 2025 Mitsui Sumitomo Insurance (MSI), the Japanese parent of MSIG USA, agreed to buy 15% of Berkley's stock on the open market under a voting arrangement with a Berkley family company that held about 16%. MSI's shares are voted as the Berkley family recommends, except in limited cases. By December 2025 MSI held at least 12.5% and expected to finish buying in the first quarter of 2026. The founder died on June 9, 2026, at 80. His son, W. Robert Berkley, Jr., is now chairman, CEO and president.

Business insurance products

The breadth comes from specialist units rather than one product menu:

  • E&S: Admiral (moderate- to high-hazard casualty, professional and excess), Nautilus and Great Divide (smaller E&S property and casualty), Berkley Meridian (Verus and Vela, for construction, garage, casualty and professional), Berkley Edge, and Berkley Aspire. Aspire sells E&S general liability, property, inland marine and excess through retail agents in all 50 states.
  • Small business: Berkley Small Business sells a business owner's policy and workers' comp through appointed retail agents and select wholesalers, and says business auto is coming soon.
  • Regional admitted: Acadia (New England and New York), Berkley Mid-Atlantic, Berkley Southeast, Berkley Southwest and Berkley North Pacific write commercial property and casualty for small and mid-sized businesses through local independent agents.
  • Workers' comp: Berkley Industrial Comp (high-hazard monoline comp), Berkley Enterprise Risk Solutions (large employers), Preferred Employers (California), Berkley Risk (self-insured groups and captives) and Midwest Employers Casualty (excess comp for self-insured employers).
  • Specialty casualty and professional: Berkley Design Professional for architects and engineers, Berkley Healthcare, Berkley Life Sciences, Berkley Technology Underwriters, Berkley Cyber Risk Solutions, Berkley Management Protection, Berkley Financial Specialists, Berkley Product Protection for recall and contamination, Berkley Environmental, and Berkley Custom for excess liability up to Fortune 500 accounts.
  • Industry programs: Berkley Oil & Gas, Berkley Agribusiness, Berkley Public Entity (including religious institutions), Berkley Human Services, and Berkley Luxury Group for high-end condos, office buildings and fine dining restaurants.
  • Transportation: Carolina Casualty writes trucking fleets of 50 or more power units and public transportation. Gemini writes excess liability for trucking, bus and rail fleets.
  • Programs: Berkley Program Specialists gives program administrators delegated authority on admitted and non-admitted paper.

Who it insures

Berkley's appetite runs from main-street businesses buying a BOP through a regional unit to Fortune 500 companies buying excess casualty. Its distinctive book is the risk other carriers find hard. That includes General contractor insurance and construction professionals, Architect and engineer insurance, healthcare providers and Medical practice insurance, upstream oil and gas, environmental exposures, large Trucking company insurance, Nonprofit insurance and human services organizations, and Church insurance and other religious institutions. The regional units each cover a defined territory; Berkley North Pacific, for example, works with agents in Washington, Oregon, Idaho, Utah and Montana.

How to buy

There is no single Berkley front door. Each business appoints its own agents and brokers, runs its own agent portal and sets its own appetite. A business owner gets to Berkley through a retail agent (the regional companies, Berkley Small Business, many specialty units), a wholesale broker (Admiral, Nautilus, Berkley Edge, Berkley Meridian), or a program administrator. Agents can use the Berkley Locator on berkley.com to find which unit writes a class and who to contact. Berkley does not sell direct to business owners online or by phone.

Claims

Claims go to the Berkley business that issued the policy, using the claims contact in the policy documents. Berkley's corporate site lists no central claims number. Several units advertise their own claims teams: Gemini's handles only complex, high-severity excess transportation claims, Preferred Employers runs its own California medical provider network, and Berkley Product Protection offers 24/7 crisis support. Ask your broker which unit wrote each policy, because a client with several Berkley policies may deal with several claims departments.

Financial strength and ratings

On June 25, 2026, AM Best affirmed the A+ (Superior) financial strength rating of Berkley Insurance Company and its reinsured affiliates. It raised their long-term issuer credit rating to "aa" from "aa-" with a stable outlook, and upgraded the parent's issuer rating to "a". As listed on Berkley's investor relations site in October 2026, Berkley Insurance Company is also rated AA- (Very Strong) by S&P, AA- by Fitch and A1 by Moody's.

Recent results are strong. For 2025 Berkley reported record gross premiums written of $15.1 billion, net premiums written of $12.7 billion, net income of $1.8 billion and a 21.2% return on equity, its fifth straight year of record underwriting and net income. In the second quarter of 2026, gross premiums reached a record $4.1 billion, with a 90.0% combined ratio.

Strengths and weaknesses

Berkley's model puts underwriting decisions in small, specialized teams close to the broker, backed by a balance sheet AM Best upgraded in 2026. The cost is complexity. The buyer and the broker have to find the right unit, and service, forms and claims vary from one Berkley business to the next.

  • Strengths: A+ (Superior) from AM Best with an issuer credit rating upgraded to "aa" in June 2026, and AA- from S&P and Fitch. Deep specialty and E&S capacity, including a top-three national position in products liability. Dedicated units for hard classes such as high-hazard comp, oil and gas, environmental, life sciences and large trucking fleets. Five straight years of record earnings through 2025.
  • Weaknesses: No central customer service or claims line; everything runs through the issuing unit. No direct buying, and much of the E&S business is reachable only through a wholesale broker. Units are sometimes combined or reorganized, as with Berkley Meridian in 2026, which can change underwriters and contacts mid-relationship. Leadership and ownership are in transition after the founder's death in June 2026 and MSI's stake.
