Overview
Core Specialty is a specialty insurer based in Cincinnati, Ohio, and assembled since 2020 from the former StarStone U.S. and a run of acquisitions. It writes excess and surplus lines and admitted business for small and mid-sized companies through brokers. Its NAIC group ranked No. 40 among U.S. business insurers by 2025 commercial lines direct premiums written, with $2.47 billion, based on NAIC market share data. Other liability (primary, excess and products liability) was the largest line at $951.2 million, followed by fire (mostly E&S property) at $520.1 million, commercial auto at $464.8 million and workers' compensation at $207.5 million. Core Specialty does not rank in the national top 10 in any single commercial line.
The insurance companies are StarStone Specialty Insurance Company, the surplus lines carrier, and four admitted carriers: StarStone National Insurance Company, Lancer Insurance Company, Lancer Insurance Company of New Jersey and American Surety Company. Standard Life and Accident Insurance Company (SLAICO), a life, accident and health company, writes medical stop-loss. Underwriting is split into 18 business units (Core calls them divisions) that make their own underwriting and claims decisions. Insurance Insider reported in June 2026 that the group employs about 1,100 people and writes nearly $5 billion of premium across all business, including crop and assumed reinsurance.
Core Specialty is privately held. Jeff Consolino, formerly CFO of American Financial Group, founded it and is chairman, president and CEO.
History
Core Specialty was formed on November 30, 2020, when investors recapitalized StarStone U.S., Enstar's U.S. specialty arm. StarStone's roots include the Torus platform and SeaBright, a workers' comp writer Enstar bought in 2013. SkyKnight Capital, Dragoneer Investment Group and Aquiline Capital Partners put in $610 million of new equity, and management and others added more than $60 million, lifting equity above $900 million. Enstar took cash and shares in Core Specialty and reinsured the old reserves under a loss portfolio transfer and adverse development cover, so the new company started without legacy claims. Ed Noonan, Consolino's partner from Validus, was executive chairman until he stepped down in May 2026, when Consolino added the chairman's role.
The acquisitions came quickly:
- 2021: Merged with Lancer Insurance Company of Long Beach, New York, a commercial auto specialist writing since 1985 (completed December 31, 2021, for stock and cash).
- 2022: Bought Hallmark Financial's wholesale E&S operations for about $40 million in cash (October 2022). The unit had written $436 million in the year to June 2022 in commercial auto, E&S casualty, E&S property and professional liability. Equine and fronted casualty divisions were also launched.
- 2023: Bought American National's medical stop-loss business, including SLAICO (completed December 1). Also entered mortgage reinsurance and bought Conifer's security and alarm renewal rights.
- 2024: Took over American National's Specialty Markets Group, a credit-related insurance book with $388 million of 2023 direct premium (March). Bought American Surety Company of Indianapolis, a bail and commercial bond writer, in June, then added contract surety in September.
- 2025: Bought renewal rights to most of Argo Group's professional lines (Argo Pro, $155 million in force) in January, and bought London Aviation Underwriters to form an aviation and aerospace division. Both American National and Argo now belong to Brookfield; see Argo Group and Farm Family.
Consolino has long said the company was designed to go public. Insurance Insider reported on June 2, 2026, that Core Specialty had begun preparing a "dual track" process: an IPO targeted for the fourth quarter of 2026 that would also open the door to bids from strategic buyers. The company declined to comment, and its press release page had announced no listing or sale as of early October 2026.
Business insurance products
E&S property and casualty. E&S property covers all-risk and difference-in-conditions placements, including standalone flood, quake and named storm, for real estate, schools, municipalities, retail, offices, apartments, hospitality, healthcare, manufacturing and warehouses. Primary casualty is written only on a non-admitted basis, up to $5 million primary and supported excess, with a product liability focus on manufacturers. Excess casualty writes umbrella and excess on admitted and non-admitted paper in all 50 states. Contract Binding offers ISO-based E&S packages for small contractors, mercantile, habitational, light manufacturing, restaurants and bars, lessors' risk, small oil and gas contractors and auto dealers through binding-authority wholesalers. The ESCAPE portal handles small-business E&S quoting online for wholesale brokers.
Commercial auto (Lancer). Trucking (local, intermediate and long-haul), motorcoach and school bus, limousine, tow trucks, auto rental, driving schools, dealer plates, commercial explosives haulers, delivery fleets and contractors' vehicles, plus excess auto liability, sold mainly through independent producers. See commercial auto insurance: what it covers and what it leaves out.
Workers' compensation. Admitted guaranteed-cost, retro, small-deductible and Florida dividend plans, with USL&H and maritime employers liability and stop gap coverage for the four monopolistic states. Preferred classes include construction trades, energy and oil field services, healthcare, upscale restaurants, hotels, casinos, janitorial firms and light-to-moderate manufacturing.
Professional and specialty. D&O and management liability, E&O, healthcare professional liability, marine and energy, aviation and aerospace (through London Aviation Underwriters) and equine mortality and farm coverage from Lexington, Kentucky and Ocala, Florida.
Bond, credit and other. Commercial, contract and bail bonds (American Surety); credit-related coverages for banks, auto dealers, finance companies and credit unions; medical stop-loss for self-funded employers through MGUs; a fronted casualty division that issues policies for program managers backed by reinsurers (see fronting arrangements and fronting carriers: how they work); and crop and mortgage reinsurance.
Who it insures
Core Specialty's stated focus is small to mid-sized businesses in niche classes, and the division pages read like a list of hard-to-place risks: road and pipeline contractors, oil and gas well servicers, nursing homes, casinos, product manufacturers, long-haul Trucking company insurance, used car dealers and catastrophe-exposed property. E&S property excludes mining, jewelers block, crop, aviation, standalone transmission lines and most petrochemical risks, and has limited appetite for foundries, recyclers and dealers' open lots. The companies are licensed or eligible in all 50 states, with underwriting offices around the country.
How to buy
You cannot buy direct. E&S business comes through wholesale brokers. Admitted lines such as workers' comp, Lancer auto and surety go through retail agents and brokers, and fronted programs through approved program managers. Core Specialty approves every broker before it underwrites business. Each division page lists its underwriters, so a broker can reach the right desk directly.
Claims
Claims are handled within each division. To report a loss, use the online notice form on corespecialty.com or email [email protected]; workers' comp questions go to [email protected], and comp policyholders have a separate online portal. Lancer runs a 24/7 claims hotline: 800-521-6155 for most commercial auto classes, 800-432-6608 for long-haul trucking, 800-766-6235 for commercial explosives and 800-275-2301 for auto rental (833-757-5629 is an alternate number). Lancer asks insureds to report every accident immediately regardless of fault. Its Loss Recovery Program helps recover the deductible and downtime costs when another party is at fault.
Financial strength and ratings
On October 8, 2026, AM Best affirmed the A (Excellent) financial strength rating and "a" issuer credit ratings of StarStone Specialty, StarStone National, Lancer, Lancer of New Jersey and American Surety, with a stable outlook, and the A- (Excellent) rating of SLAICO. AM Best assesses Core Specialty's balance sheet as very strong, its operating performance as adequate and its business profile as neutral. It credited improved diversification and scale since the 2020 recapitalization but said it will keep watching capital against the pace of acquisitions and growth. AM Best had first rated the companies A- in December 2020 and upgraded the P&C companies to A in August 2024. Core Specialty's ratings page lists holding-company equity of $1.53 billion at December 31, 2025, and financial size category XIII for the P&C companies.
Strengths and weaknesses
Core Specialty has grown from a recapitalized run-off shell to a multiline specialty market in six years, largely by hiring teams and buying books other carriers were selling. Brokers get admitted and surplus lines paper, comp and bonds from one A-rated group. The trade-off is a young company still integrating acquisitions, whose ownership could change soon.
- Strengths: Rated A (Excellent) since August 2024, with a stable outlook affirmed in October 2026; appetite for classes many standard carriers decline (oil field comp, long-haul trucking, CAT property, product liability); autonomous divisions led by underwriters; started clean, with Enstar reinsuring legacy StarStone reserves.
- Weaknesses: Broker-only, with no direct or online buying for business owners; operating performance rated only adequate by AM Best, which is watching capital against growth; heavy commercial auto and E&S casualty exposure; a possible IPO or sale in late 2026 could change ownership and strategy.
Brokers commonly compare it with W. R. Berkley, Great American Insurance Group, Kinsale Insurance, Markel and James River.
