Overview

FCCI Insurance Group is a Sarasota, Florida, commercial insurer that started as a contractors' workers' compensation fund in 1959 and now writes a full commercial property and casualty account through independent agents. Its NAIC group was ranked No. 64 among U.S. business insurers by 2025 commercial lines direct premiums written, with $1.27 billion, based on NAIC market share data. Commercial auto is its largest line at $461.2 million, followed by other liability (general and umbrella liability), commercial package business and workers' compensation. FCCI does not rank in the national top 10 in any single line; it is a regional generalist with deep roots in construction.

The group is policyholder-owned. FCCI Mutual Insurance Holding Company sits at the top, and the NAIC group includes five insurers: FCCI Insurance Company, Monroe Guaranty Insurance Company, National Trust Insurance Company, Brierfield Insurance Company and FCCI Specialty Insurance Company, the surplus lines carrier it launched in 2024. Cina Welch is president and CEO.

FCCI sells only through independent agents. It writes commercial property and casualty in 20 states plus Washington, D.C., and contract and commercial surety in 45 states, from regional and branch offices in Florida, Georgia, Indiana, Mississippi, Texas and Virginia. At year-end 2025 it reported 12,268 policyholders (excluding surety), 3,781 appointed producers and about 900 employees.

History

A group of Sarasota construction company owners set up a self-insurance fund in April 1959 to bring down what they paid for workers' compensation. The early name was the Florida Contractors and Construction Industries Self-Insurance Fund; after the fund expanded beyond construction in the 1970s it became Florida Construction, Commerce & Industry, and the FCCI initials stuck. Florida independent agents were appointed to represent the fund in 1975, and by the 1980s FCCI was the largest workers' comp writer in Florida.

Milestones since then, from FCCI's own timeline and annual report pages:

  • 1994: FCCI converted from a self-insurance fund into a mutual insurance company.
  • 1998: It reorganized as a mutual holding company, which FCCI describes as a first for a Florida property and casualty insurer.
  • 1999: First expansion outside Florida, with a Southeast regional office in Georgia.
  • 2000: Acquired Monroe Guaranty Insurance Company of Carmel, Indiana, which brought business in Indiana, Ohio, Kentucky, Illinois and Michigan and became the base of today's Midwest region.
  • 2009: Bought Brierfield Insurance Company of Jackson, Mississippi, which became the Gulf Coast regional office.
  • 2011 to 2013: Entered Virginia, Maryland, Texas, Louisiana and Arkansas. AM Best upgraded FCCI to A (Excellent) from A- in 2013.
  • 2017: Formed the Mid-Atlantic region.
  • 2022: Direct written premium passed $1 billion, up from $472 million in 2009.
  • October 1, 2024: FCCI Specialty Insurance Company began writing excess and surplus lines, starting with general and excess liability.
  • April 22, 2025: FCCI said E&S was available to appointed agents in all its regions, adding property, inland marine and crime when packaged with general liability.

Business insurance products

Admitted commercial lines. The core FCCI account is a package of commercial auto, general liability, commercial property, inland marine, crime and umbrella, with workers' compensation alongside. Contractors and manufacturers can add errors and omissions coverage written for those two trades, which matters for design-build contractors and manufacturers whose specs or advice can cause a loss without anyone being hurt.

Workers' compensation. FCCI offers guaranteed-cost plans, dividend plans (a possible return of premium when results are good, never guaranteed) and loss-sensitive plans with higher deductibles for employers with good safety records; see workers' compensation insurance: how it works and large deductible programs. Injured workers get 24/7 nurse triage through Medcor, and FCCI runs its own Medical Select provider network.

Agribusiness. A dedicated unit insures row crops, cattle farms, feed mills, fruit and vegetable growers and wholesale nurseries. FCCI piloted a Fast Farm program in 2025 and planned a full rollout to agents in 2026.

Surety. Contract and commercial bonds in 45 states, with underwriters based in the territories they serve. Surety direct written premium passed $71 million in 2025, up 19%, with a 9% direct loss ratio. See surety bonds explained: how they differ from insurance.

Excess and surplus lines. FCCI Specialty writes E&S general liability (premises, products and completed operations) up to $1 million per occurrence and $2 million aggregate on ISO-based forms with FCCI's own endorsements; supported and unsupported excess up to $5 million; and property, inland marine and crime, with property capped at $5 million total insured value per location and $20 million per policy. It closed 2025 with $24 million of premium across a 23-state footprint. Unlike most E&S carriers, it works directly with FCCI's retail agents rather than through wholesalers; agribusiness-only and surety-only agencies cannot submit E&S business.

Who it insures

Construction is FCCI's oldest and deepest niche, and General contractor insurance and trade contractors with fleets, payroll and bonding needs remain the typical account. Its industry pages also target Manufacturer insurance, office and professional services firms, Restaurant insurance and hospitality, retail, service and repair businesses such as auto repair and HVAC, and Wholesaler and distributor insurance, plus farms and agribusiness.

Geography is the main limit. Full commercial lines are available in Florida, Georgia, Alabama, Arkansas, Louisiana, Mississippi, Tennessee, Maryland, North Carolina, Pennsylvania, South Carolina, Virginia, Illinois, Indiana, Kentucky, Michigan, Missouri, Ohio and Texas; in Oklahoma and D.C. it writes only workers' comp and surety. In its 2025 annual report, several regions said they were managing property and commercial auto carefully while leaning into workers' comp and umbrella, so expect tighter underwriting on property-heavy and fleet-heavy accounts.

How to buy

You buy FCCI through an independent agent; the website's "Find an agent" tool searches by city, state or ZIP code. There is no direct sales channel or public online quote. Agents quote and issue through FCCI's ExpressWrite and agency portals, and E&S submissions go to the FCCI Specialty underwriting team by email or the E&S Agency Portal. Bond customers and agents use Express Surety.

Once insured, policyholders can register for ExpressServe to view policies, pay bills, report claims and check claim status. FCCI's free Risk Solutions Network adds more than 700 safety training videos, sample policies and OSHA and HR compliance material, and its loss control consultants do jobsite and facility surveys, safety program reviews and driver training.

Claims

Report a claim 24 hours a day at 800-226-3224, option 1, by email to [email protected], or online through ExpressServe. FCCI stresses prompt reporting and warns that late notice can affect coverage. For an open claim, ExpressServe shows the status and the assigned adjuster, or you can call the main line.

FCCI says it resolved more than 24,000 claims and paid more than $628 million in claims in 2025. Workers' comp claims get Medcor nurse triage from the first call, and FCCI says its comp adjusters carry lower caseloads. In 2025 it added call, chat and text tools for adjusters and a fraud-scoring platform for its special investigations unit. Auto claims can use the Auto Repair Select network of body shops.

Financial strength and ratings

AM Best affirmed the A (Excellent) Financial Strength Rating of FCCI Insurance Company and its subsidiary insurers on June 3, 2026, with a stable outlook, citing a strong balance sheet, solid operating performance and risk-adjusted capitalization in the strongest range by its BCAR measure. FCCI has held an A since its 2013 upgrade from A-. FCCI does not publish S&P, Moody's or Fitch ratings.

FCCI's 2025 GAAP results, from its annual report: $1.3 billion of direct written premium, net income of $122.4 million (up from $105.6 million in 2024), a combined ratio of 98.6%, members' equity of $1.24 billion and total assets of $3.6 billion. Statutory policyholders' surplus of its insurance subsidiaries was $1.13 billion at year-end 2025, and it paid or declared $4.0 million in policyholder dividends.

Strengths and weaknesses

FCCI is a mid-sized, agent-loyal mutual with real construction and surety depth and an A rating it has held since 2013. It is also a regional company: outside its 20 states it is a surety market only, and its E&S company is new.

  • Strengths: More than 65 years in contractor and workers' comp business, with a choice of guaranteed-cost, dividend and loss-sensitive comp plans. A one-carrier account of package, fleet, comp, umbrella and bonds suits contractors. Surety writes in 45 states with a 9% direct loss ratio in 2025. Members' equity and statutory surplus both grew in 2025.
  • Weaknesses: Full commercial lines are limited to 20 states and D.C., so a contractor working across the West or Northeast needs another carrier. AM Best rates it A, a notch below the A+ some regional competitors hold. FCCI Specialty has been writing only since October 2024, with $24 million of premium in 2025. A 98.6% combined ratio in 2025 left a thin underwriting margin, and several regions were tightening on property and commercial auto.
