Overview
James River is an excess and surplus lines casualty insurer. Wholesale brokers use it for small and mid-size accounts that admitted carriers turn down. The group was ranked No. 71 among U.S. business insurers by 2025 commercial lines direct premiums written, with $1.13 billion, based on NAIC market share data, about 0.23% of the national commercial market. It does not rank in the national top 10 in any line. Other liability (general liability) accounts for $810.1 million, followed by commercial auto, products liability and allied lines.
The holding company is James River Group Holdings, Inc., listed on Nasdaq as JRVR and headquartered in Chapel Hill, North Carolina. It reports two segments:
- Excess and Surplus Lines: James River Insurance Company and James River Casualty Company, run from Richmond, Virginia. They write non-admitted business in all 50 states and D.C.
- Specialty Admitted Insurance: Falls Lake National Insurance Company, Stonewood Insurance Company and Falls Lake Fire and Casualty Company, branded Falls Lake Insurance and run from Raleigh, North Carolina. They write workers' comp through retail agents and front program business for MGAs.
Ownership and name changes since 2024. James River sold JRG Re, its Bermuda casualty reinsurer, to Fleming Intermediate Holdings on April 16, 2024, for an estimated $277 million. It closed only after a New York court ordered Fleming to complete the deal. In July 2024, James River bought adverse development reinsurance from State National on its older E&S casualty reserves. On November 7, 2025, the holding company moved its legal home from Bermuda to Delaware and changed its name from James River Group Holdings, Ltd. to James River Group Holdings, Inc. Control did not change. The company is still publicly traded, and Frank D'Orazio has been CEO since November 2020.
History
The company's timeline:
- 2002: James River Group forms with private-equity capital.
- 2003: James River Insurance Company opens for business on July 1. Stonewood Insurance Company is incorporated in October to write workers' comp for North Carolina construction firms.
- 2005: James River Group goes public on Nasdaq in August.
- 2007: a private investor group backed by D.E. Shaw takes the company private in December. The investors form a Bermuda holding company, later named James River Group Holdings, Ltd., and JRG Re.
- 2012: the Falls Lake Insurance brand is created, combining Stonewood's comp business with fronted program business.
- 2014: the Bermuda holding company lists on Nasdaq in December.
The early 2020s were rough. A large commercial auto book written for Uber's Rasier subsidiaries produced heavy losses and is now in run-off, and claims for it are still handled through the E&S unit. In December 2023, AM Best moved the outlook on most units to negative. It cited a material weakness in internal controls and the planned sale of JRG Re, which AM Best downgraded. Fleming then refused to close the JRG Re purchase. After a March 2024 lawsuit, James River won a preliminary injunction, and the sale closed on April 16, 2024. The 2025 move to Delaware is the most recent structural change.
Business insurance products
James River organizes its E&S business into underwriting divisions by line or industry:
- General casualty and small accounts: primary liability for higher-hazard risks. The small accounts division writes premises (owners, landlords and tenants), contractor and manufacturing risks paying less than $10,000 a year in premium. It writes some restaurants, with alcohol sales under 30%, and offers project-specific policies.
- Manufacturers and contractors: products liability for manufacturers, including discontinued products, plus remodelers, artisans and temporary staffing agencies. Deductible and self-insured retention options are available, and cyber can be added.
- Excess casualty and excess property: excess layers over the company's own primary and other carriers' policies. Kelly Hadiaris joined in March 2026 to lead excess casualty. See umbrella vs excess liability.
- Specialty divisions: energy, environmental (including package policies), life sciences, allied healthcare, professional liability, and sports and entertainment.
- Hired and non-owned auto: a dedicated auto division writes hired and non-owned auto cover, including for gig-economy and service businesses such as non-emergency medical transportation, home health care and delivery, plus some owned-auto classes.
Falls Lake writes workers' compensation for defined industry segments through appointed retail agents. It also acts as a fronting carrier for insurers and MGAs, either as a pure front or with some of the risk retained. James River deliberately cut that fronting business back. Specialty Admitted premium fell 49.5% in 2025 and 73% in the first half of 2026.
Who it insures
The E&S appetite is wide. The company describes itself as writing both low- and higher-hazard businesses that other underwriters decline. Typical insureds are contractors and artisans, Manufacturer insurance, real estate owners and landlords, energy and environmental firms, healthcare and life sciences companies, and service businesses with driving exposure. Some classes are excluded in some states. For example, the small accounts division does not write new residential construction in Arizona, Colorado, Nevada, Oregon or Washington.
E&S premium fell 5.3% in 2025 as the company cut risks outside its appetite and shifted toward smaller accounts. Falls Lake's comp claims kits cover 18 states, including North Carolina, Virginia, Georgia, Florida, Pennsylvania, New Jersey and Illinois.
How to buy
James River does not deal with business owners or retail agents. As an E&S carrier, it takes submissions only from authorized wholesale surplus lines brokers. A retail agent finds one through the company's broker list, and the policy is issued by a non-admitted company through a licensed surplus lines broker. See wholesale brokers and surplus lines placement: how hard risks get insured for how that chain works. Expect each submission to be underwritten individually; there is no online quoting. Policies from James River Insurance Company and James River Casualty Company generally fall outside state guaranty funds. For Falls Lake workers' comp, ask a local independent agent appointed with Falls Lake.
Claims
New E&S claims must be reported in writing, by email to [email protected], by fax to 804-420-1058, or by mail to the Claims Department, James River Insurance Company, P.O. Box 27648, Richmond, VA 23261. James River does not take new claims by phone. Questions on existing claims go to 804-289-2712. Uber-related claims also go through this unit.
For Falls Lake workers' comp and program claims, call 866-459-1349, email [email protected], fax 888-629-5821 or report through the Falls Lake portal. Report within five business days. For comp injuries, Falls Lake requires a post-accident drug screen within 24 hours, and Coventry provides the medical network. Program claims are usually reported to your agent first.
Financial strength and ratings
On March 6, 2026, AM Best affirmed the A- (Excellent) financial strength rating of James River Insurance Company, James River Casualty Company, Falls Lake National, Stonewood and Falls Lake Fire and Casualty, with a negative outlook. It also affirmed the holding company's "bbb-" issuer rating. AM Best rated the balance sheet very strong, operating performance adequate and enterprise risk management marginal. It gave the company credit for using loss portfolio transfer and adverse development reinsurance to protect the balance sheet. The negative outlook, in place since December 2023, reflects the risk that the company misses its operating and capital targets.
Recent results show the recovery is uneven. Gross written premium fell from $1.43 billion in 2024 to $1.17 billion in 2025. The combined ratio improved from 117.6% to 96.6%, and the company returned to net income of $47.4 million. For the first half of 2026, the combined ratio was 102.4%, with a small loss to common shareholders. The E&S segment ran at 94.6%.
Strengths and weaknesses
James River has broad E&S casualty appetite, nationwide reach and specialty divisions. Its balance sheet has been rebuilt through reinsurance and the JRG Re sale. It is also a company still working through a turnaround, with an A- rating on negative outlook.
- Strengths: Writes higher-hazard contractors, manufacturers and products risks that admitted carriers decline. Has a small accounts division for policies under $10,000 and specialty units from energy to life sciences. The 2025 combined ratio of 96.6% was a big improvement on 117.6% in 2024. Adverse development reinsurance from State National (2024) and Enstar's Cavello Bay now sits behind older reserves.
- Weaknesses: AM Best outlook has been negative since December 2023, with enterprise risk management assessed as marginal. Reserve charges drove a 117.6% combined ratio in 2024, and the Uber auto book is still in run-off. Wholesale-only access means no direct quoting. Premium volume is shrinking, and first-half 2026 results slipped back above 100%.
