Overview

Liberty Mutual is the third-largest business insurer in the U.S. and the largest one owned by its policyholders. The group ranked No. 3 among U.S. business insurers by 2025 commercial lines direct premiums written, with $19.93 billion, based on NAIC market share data, a 4.1% share. Its biggest commercial line is inland marine, where it ranks first nationally. It is second in surety bonds, third in excess workers' comp, fourth in farmowners, and fifth in commercial auto, fire and equipment breakdown. It also sits in the top 10 for medical professional liability, package policies, workers' comp, allied property lines and other liability (general liability, umbrella and similar casualty).

Liberty Mutual Holding Company is a mutual holding company based in Boston, Massachusetts; there are no public shareholders. Tim Sweeney is chairman and CEO. The NAIC group is the product of decades of acquisitions, and many legacy names still file inside it: Liberty Mutual Insurance Company and Liberty Mutual Fire, Employers Insurance of Wausau, Ohio Casualty and West American, Peerless and Indiana Insurance, the Safeco companies (personal lines), America First, Montgomery Mutual, Golden Eagle, the State Auto companies, and the surplus lines carriers Ironshore Specialty and Liberty Surplus.

Commercial business is split between two units. Global Risk Solutions (GRS) handles middle-market and large commercial, specialty, surety and reinsurance; US Retail Markets handles personal lines and small business. Both sell through independent agents and brokers, and Ironshore writes only through wholesale surplus lines brokers.

History

Liberty Mutual was founded in Boston in 1912. Much of its growth since has come by acquisition, which is why the group carries so many company names.

The recent moves that matter to commercial buyers:

  • Ironshore (2017): Liberty bought the specialty insurer Ironshore in 2017. In 2019 it agreed to sell Ironshore's European company and its Lloyd's managing agency, Pembroke, to Hamilton. Since a 2022 reorganization, U.S. commercial, specialty and E&S business placed by retail brokers carries the Liberty Mutual name, and Ironshore is a wholesale-only brand.
  • AmTrust surety (2019): Liberty completed its purchase of AmTrust's U.S. surety operations in June 2019, adding to the surety book that is now the country's largest by Liberty's count.
  • State Auto (2022): Liberty completed its purchase of State Auto Group of Columbus, Ohio, in March 2022. State Auto sold personal and small commercial coverage in 33 states through about 3,400 independent agents, and the deal made Liberty the second-largest carrier in the independent agency channel at the time.
  • Exits abroad (2024-2026): Generali completed its purchase of Liberty Seguros (Spain, Portugal and Ireland) in early 2024; Talanx agreed in 2023 to buy Liberty's Latin American businesses; and Chubb agreed in March 2025 to buy Liberty's property-casualty operations in Thailand and Vietnam. None of these change Liberty's U.S. commercial business.

Tim Sweeney succeeded David Long as CEO when Long retired at the end of 2022. In April 2026 Liberty put GRS and Liberty Mutual Investments under a single executive, Vlad Barbalat.

Business insurance products

Small business. Through independent agents, Liberty sells general liability, commercial property, the business owner's policy (see What is a business owner's policy (BOP)?), cyber, commercial auto and workers' comp, plus commercial umbrella, farm, inland marine and surety bonds.

Middle market and large accounts (GRS). The product list runs from workers' comp, commercial auto and fleet, general liability, umbrella and excess, property, inland and ocean marine, and equipment breakdown to cyber, management and professional liability, environmental liability, healthcare liability, transaction liability for mergers and acquisitions, multinational programs, alternative risk and programs. Liberty also offers third-party claims administration for self-insured clients and services workers' comp assigned risk policies through a dedicated customer service center.

Surety. Liberty Mutual Surety says it is the largest surety in the U.S. (by 2024 direct written premium) and in the world, with a $3.1 billion U.S. Treasury listing, which sets how much it can retain on a single federal bond. See surety bonds explained: how they differ from insurance.

E&S. Ironshore writes environmental, healthcare, management and professional liability, property, specialty casualty and programs for complex U.S. risks, through licensed surplus lines brokers only.

Who it insures

For small businesses, Liberty's site names construction, real estate, personal services, manufacturing, Restaurant insurance, professional services, medical offices, retail and wholesale. GRS lists construction, energy, financial institutions, healthcare, life sciences, manufacturing, private equity, professional services, public entities, real estate, technology, wholesale distribution, and the sharing economy and new mobility. The large inland marine, fire and farmowners books point to a sizable property and agricultural presence, and its rank in excess workers' comp reflects self-insured employers that buy coverage above their retention.

Outside the U.S., Liberty runs commercial and specialty operations in Canada, Bermuda, Europe, Asia Pacific and Latin America, which helps U.S. companies with foreign locations.

How to buy

Liberty Mutual sells business insurance through independent agents and brokers. The small business page says so directly and offers a "Find an agent" tool and a phone line for quotes (844-925-1272). Mid-size and large companies are placed through retail brokers; hard-to-place risks go to Ironshore through a wholesaler.

Once insured, small business customers can log in to pay bills, generate a certificate of insurance, complete a premium audit and check claim status. Mid-size and large customers have a separate portal for billing, claims and risk control. Risk control comes in two levels: "Risk Control On-Demand" for online resources and virtual consultations, and customized consulting for larger accounts, backed by an accredited industrial hygiene lab and the SafetyNet online library.

Claims

Claims are reported by phone 24/7 or online. Small business customers call 844-325-2467 (844-3-CLAIMS); mid-size and large customers call 800-362-0000 or use the online claim portal. There is a 24/7 cyber hotline (833-517-0815) and an Environmental Response hotline (888-292-0249). Ironshore claims go to [email protected], and surety claims are filed through Liberty Mutual Surety's online intake. Injured-worker resources and provider networks are on the business claims pages.

Financial strength and ratings

Liberty's surety page, as viewed in October 2026, lists its ratings as A (Excellent) from AM Best, A (Strong) from S&P and A2 (Good) from Moody's. Those are solid ratings, but a notch or more below Travelers and Chubb, which matters for contracts or lenders that demand A+ or better.

Results have improved sharply. For 2025, Liberty Mutual Holding Company reported net income of $6.8 billion, up 55%, on revenue of $50.5 billion, and a combined ratio of 88.4%, down from 95.9% in 2024, as reported by Reinsurance News. Net premiums written fell 3.1% to $43.6 billion: GRS grew 4.7% to $17.2 billion, while US Retail Markets shrank 6.4% to $26.5 billion.

Strengths and weaknesses

Liberty is one of the few carriers that can write a construction or manufacturing account's comp, auto, liability, property and bonds under one roof, and bring an E&S outlet for the pieces that do not fit. The 95.9% combined ratio in 2024 shows how heavily catastrophe losses weighed on the group, though 2025 was much better.

  • Strengths: The largest U.S. surety writer by its own count, with a $3.1 billion Treasury listing; No. 1 nationally in inland marine and top five in commercial auto, fire, equipment breakdown and excess comp; Ironshore and the Liberty brand give retail and wholesale paths for E&S risks; self-service portal with certificates and audits for small business.
  • Weaknesses: A (Excellent) from AM Best and A from S&P, below the A++/AA tier of Travelers and Chubb; no online purchase for small business, which goes through independent agents; multiple legacy companies and portals (Liberty, State Auto, Ironshore) can complicate service; underwriting results were weak before 2025, with a 95.9% combined ratio in 2024.
