Overview

Progressive is ranked No. 9 among U.S. business insurers by 2025 commercial lines direct premiums written, with $11.69 billion, based on NAIC market share data, about 2.41% of the national commercial market. Almost all of that is vehicles. Progressive is the country's No. 1 writer of commercial auto, with $10.18 billion of commercial auto premium in 2025, and the company says it has held that spot since 2015. Its other commercial premium is far smaller: inland marine, other liability and a small commercial package book.

The NAIC group is the Progressive Group. Commercial auto policies are underwritten by Progressive Casualty Insurance Company and its affiliates. The group's members include dozens of state-specific Progressive companies, United Financial Casualty, Artisan and Truckers Casualty, and National Continental. The group also includes Protective Insurance Company, Sagamore and Protective Specialty, now branded Progressive Fleet & Specialty Programs, along with the ASI homeowners companies.

The parent, The Progressive Corporation, is a public company headquartered in Mayfield Village, Ohio. Commercial Lines made up 13% of its net premiums written in 2025; the rest is personal auto, home and other personal lines. Commercial auto is sold through independent agents and direct. Most other small business coverage it offers (general liability, professional liability, workers' comp outside trucking, and the BOP in some cases) is placed by Progressive's in-house agency, often with unaffiliated insurers.

History

Joseph Lewis and Jack Green founded Progressive Mutual Insurance Company on March 10, 1937. Progressive Casualty Insurance Company followed in 1956 as a specialty writer of nonstandard auto insurance, and The Progressive Corporation was formed in 1965, when Peter B. Lewis became CEO. In 1971 the company held its first public stock offering, adopted its long-standing target of a 96 combined ratio, and began writing commercial lines. It moved to Mayfield Village in 1974.

Progressive Commercial grew out of that 1971 start into the market leader in small-fleet auto. The company says it became the No. 1 insurer of non-fleet trucks in 2012. Tricia Griffith became CEO in 2016. In 2021 Progressive bought Protective Insurance Corporation, a transportation insurer dating to 1930, and later renamed it Progressive Fleet & Specialty Programs, which gave it a home for larger trucking fleets and transportation workers' comp.

Recent changes are mostly in leadership. CFO John Sauerland was scheduled to retire on July 3, 2026, with Andrew Quigg named as his expected successor. In June 2026 the company said Personal Lines President Pat Callahan will retire in January 2027. Neither change directly affects the commercial unit.

Business insurance products

Commercial auto. This is the core. Progressive's 10-K describes five market targets:

  • For-hire specialty: dump trucks, log trucks and garbage trucks.
  • For-hire transportation: tractors, trailers and straight trucks for regional freight, expeditors and long-haul operators.
  • Tow: tow trucks and wreckers.
  • Contractor: vans, pickups and dump trucks for trades and heavy construction.
  • Business auto: cars, vans and pickups for small businesses and small livery operations of five or fewer vehicles.

The typical policy covers about two vehicles. Coverage options include liability, physical damage, motor truck cargo (with a Cargo Plus endorsement for for-hire carriers in 49 states) and roadside assistance, including a heavy truck roadside program. Progressive also insures food trucks, passenger vans and trailers.

Usage-based pricing. Smart Haul gives owner-operators and small fleets a discount for sharing data from the electronic logging device they already run. Snapshot ProView does the same for businesses without one.

Transportation network companies. As of year-end 2025, Progressive insured Uber subsidiaries in 14 states. That business made up 14% of Commercial Lines net premiums written in 2025.

Fleet & Specialty. The former Protective writes larger trucking fleets, workers' comp and occupational accident coverage for transportation companies, with plans ranging from guaranteed cost to loss-sensitive. It is sold through a limited network of licensed brokers.

Small business package and liability. Progressive writes its own business owner's policy in many states; it was available to agents in 46 states at year-end 2025. For general liability, professional liability, workers' comp, cyber and some BOPs, Progressive Advantage Agency acts as an agent and places the policy with affiliated or unaffiliated insurers. The issuing insurer, named on your policy, is the one responsible for claims.

Who it insures

The sweet spot is a small business whose biggest exposure is on the road: contractors and Landscaping business insurance with pickups and trailers, plumbers and electricians with vans, Food truck insurance, Tow truck insurance, dump truck operators, and owner-operators or small fleets in for-hire trucking. Larger Trucking company insurance and transportation employers needing workers' comp go to Fleet & Specialty. Commercial auto is offered in every state but not in D.C.

For a business with little vehicle exposure, such as an office-based consultant, Progressive mostly acts as an agency. Its value there is convenience and bundling, not its own underwriting.

How to buy

About 90% of Progressive's core commercial auto business came through independent agents in 2025. The rest, and all of the transportation network company business, is direct. Business owners can get a commercial auto quote online at progressivecommercial.com or by calling 888-806-9598. BusinessQuote Explorer lets small businesses compare Progressive's BOP with quotes from a select group of partner carriers online. Fleet & Specialty is reached through brokers.

Existing customers can pay bills, update policies and print auto ID cards online or in the Progressive app, or call 800-444-4487 for service. Spanish-language service and claims are at 888-505-5250.

Claims

Commercial auto claims can be filed online or at 800-776-4737, answered 24/7. A claims representative usually calls back by the end of the business day and schedules an inspection; reps are trained by vehicle type, such as tow trucks, dump trucks and heavy trucks. Progressive's own employees handle nearly all of its commercial auto claims. BOP claims for policies Progressive underwrites go to 855-737-4527; BOP, liability or comp policies written by a partner insurer are reported to that insurer, whose number is on the policy. Fleet & Specialty runs a centralized claims staff around the clock, plus loss prevention and safety services for auto and workers' comp clients, which matters if your experience mod drives the comp premium.

Financial strength and ratings

AM Best affirmed the A+ (Superior) financial strength rating and "aa" issuer credit rating of Progressive's main insurance companies, including Progressive Casualty and Progressive Specialty, on May 1, 2026, with stable outlooks. The Fleet & Specialty companies (Protective, Sagamore and Protective Specialty) and National Continental are rated one notch lower, at A (Excellent). In its April 2025 review AM Best described Protective's operating performance as "marginal" and credited its affiliation with Progressive.

In 2025, Commercial Lines earned a 13.0% underwriting profit margin (an 87.0 combined ratio). Net premiums written fell 3%, mainly because some transportation network company policies did not renew, even as policies in force grew 4%. Progressive raised core commercial auto rates about 9% in 2025.

Strengths and weaknesses

For a small business with trucks or vans, Progressive is the benchmark market, with a long record in the class, product segmentation down to vehicle type, and direct and agency channels. For anything beyond the vehicle schedule, the buyer is often dealing with a different insurer under the Progressive brand.

  • Strengths: The No. 1 U.S. commercial auto writer, with specialized products for trucking, tow, dump and contractor vehicles. A+ (Superior) from AM Best, affirmed in May 2026. Buy online, by phone or through an agent. Telematics discounts tied to ELD data. Fleet & Specialty for larger fleets and transportation comp.
  • Weaknesses: General liability, professional liability, cyber and non-transportation workers' comp are usually written by partner insurers, so claims and coverage terms depend on another company. The Fleet & Specialty companies carry an A, not A+, from AM Best. Commercial premium is concentrated in auto, and 14% of the commercial book came from one rideshare client in 2025. Prices are still climbing: core commercial auto rates rose about 9% in 2025.
