Overview
AXIS Capital is a Bermuda-based specialty insurer and reinsurer, and most of its U.S. business is written for mid-size and large companies through wholesale and specialty brokers. Its U.S. group was ranked No. 34 among U.S. business insurers by 2025 commercial lines direct premiums written, with $3.23 billion, based on NAIC market share data, about 0.67% of the national commercial market. It ranks eighth nationally in burglary and theft and tenth in fidelity, the commercial crime and bond lines. Its largest line by far is other liability ($1.90 billion), which covers excess and umbrella casualty, professional, management liability and cyber. Fire and allied lines (property) come next.
Four U.S. companies make up the NAIC group:
- AXIS Insurance Company, the admitted carrier.
- AXIS Surplus Insurance Company, the excess and surplus lines carrier.
- AXIS Specialty Insurance Company.
- AXIS Reinsurance Company, the U.S. reinsurer.
AXIS also writes through Lloyd's Syndicate 1686 and its Bermuda and European companies. U.S. operations are run from Alpharetta, Georgia, with offices in New York, Chicago, Los Angeles, Kansas City, Danbury (Connecticut), Red Bank and Princeton (New Jersey). The parent trades on the NYSE (AXS). Vince Tizzio has been president and CEO since 2023.
History
AXIS Specialty Limited launched in Bermuda on November 20, 2001, with $1.686 billion of capital. Founded by John Charman and Robert Newhouse, it was one of the companies formed after the September 11 attacks, when specialty capacity was scarce. It wrote $1.1 billion of premium in 2002, its first full year, listed on the NYSE in 2003, and started its U.S. casualty business the same year. Later milestones:
- 2014: Lloyd's approved Syndicate 1686, named for the founding capital.
- 2017: bought Novae, a London and Lloyd's specialty insurer, which doubled its international division.
- 2024: following an Investor Day pledge to become a leading specialty underwriter, agreed a loss portfolio transfer with Enstar. AXIS ceded $2.3 billion of mostly casualty reinsurance reserves from 2021 and prior years, and the deal closed in April 2025.
- August 2025: launched AXIS Capacity Solutions for multi-line portfolio and delegated capacity deals.
- August 5, 2026: agreed to acquire the renewal rights to DUAL North America's excess liability book. DUAL is a program administrator owned by Howden. Its excess liability leader joined AXIS to run the wholesale lower-middle-market unit.
Business insurance products
Wholesale casualty. U.S. Excess Casualty is a wholesale-only market for hard-to-place risks: manufacturing and products, construction, trucking and specialty hauling, buses, taxis and car services, oil and gas, discontinued operations and sports and entertainment. It writes both supported excess and stand-alone excess over large self-insured retentions and captives; see umbrella vs excess liability. Primary casualty writes general and products liability with limits up to $2 million; its pages list a $100,000 minimum premium for most classes.
Lower middle market. A newer wholesale unit takes smaller E&S accounts. That means primary casualty for firms with up to $15 million of revenue or contractors with up to $5 million of payroll ($1 million per occurrence / $2 million aggregate). It also offers excess up to $5 million for firms with up to $50 million of revenue or fleets of up to 50 power units, and E&S property for low-frequency, moderate-severity risks up to $25 million of total insured value on non-catastrophe business.
Property and construction. E&S property has $100 million of in-house capacity for wind, earthquake, flood and other catastrophe-exposed or hard-to-place property, on primary, excess, quota share or difference in conditions terms. Construction writes builder's risk for single projects over $50 million in total insured value and master programs, with an emphasis on infrastructure and power. Inland and ocean marine, renewable energy (solar, wind, battery storage), environmental (contractors pollution, pollution legal liability and package policies for contractors and manufacturers) and life sciences round out the property and specialty side.
Professional, management and cyber lines. These are sold through retail brokers. They include D&O for public, private, nonprofit and private-equity-backed companies, financial institutions coverage, miscellaneous and construction professional liability, allied health, cyber and tech E&O, and media liability. For crime coverage, see commercial crime insurance: what it covers and what it excludes.
Programs. AXIS Programs backs appointed program administrators and MGAs in niches AXIS does not reach directly, mostly small and mid-size accounts. Commercial auto and umbrella are written only as part of multiline programs.
Who it insures
AXIS wants complex, mid-size to large risks where specialist underwriting earns a margin: contractors, manufacturers and distributors, real estate, trucking and transportation, hospitality, energy and renewables, and financial institutions. Its minimum premiums ($100,000 for most E&S property and primary casualty classes) put it out of reach for most small businesses. The exceptions are the lower-middle-market unit and the program partners. AXIS does not list a business owner's policy among its products and has no direct sales channel.
How to buy
You need a broker. E&S casualty and property are "100% dedicated to the wholesale distribution network," so your retail agent must go through a surplus lines broker. Professional, management and cyber lines are written through retail brokers. Program business is quoted by the administrator. Expect a full submission: loss runs, exposure schedules, contracts and the underlying insurance schedule for excess, and catastrophe modeling data for property.
Claims
AXIS does not publish a U.S. claims phone number. Its claims page sends you to a contact form, where you choose "Claims" as the topic. In practice most insureds give notice through their broker, but read your policy's notice condition: it controls where and how fast notice must go. Cyber policyholders can call on Incident Commander, a free rapid-triage service that brings in breach responders until AXIS claims takes over. They can also use the AXIS Safe Room, an online platform for incident plans and secure communication. AXIS warns that engaging incident response services is not the same as reporting a claim.
Financial strength and ratings
In September 2026, AM Best affirmed the A (Excellent) financial strength rating and "a+" issuer rating of AXIS's operating subsidiaries, with stable outlooks. It assessed the balance sheet as strongest. S&P rates the insurance and reinsurance companies A+ (Strong). AXIS Specialty Insurance Company is not rated by AM Best, so check which company is on your policy.
Results have improved under the specialty strategy. For 2025, AXIS reported record gross premiums written of $9.6 billion, $7.2 billion of it in insurance (up 9%). The group combined ratio was 89.8%, and the insurance combined ratio 86.1%. Net income to common shareholders was $979 million. For the first half of 2026, the group combined ratio was 91.5%, and insurance posted a 90.0% combined ratio in the second quarter.
Strengths and weaknesses
AXIS is a specialist's market: deep wholesale casualty and catastrophe property capacity, real expertise in construction and management liability, and better results since 2023. It is not a small business carrier, and its AM Best rating is a notch below A+.
- Strengths: A broad, hard-to-place appetite in excess casualty, including trucking, buses and discontinued operations. $100 million of E&S property capacity. Builder's risk for large projects. A national top-10 position in crime and fidelity. An 89.8% combined ratio in 2025 after transferring $2.3 billion of older reinsurance reserves to Enstar.
- Weaknesses: AM Best rates it A (Excellent), not A+, and one U.S. company is unrated by AM Best. Minimum premiums of $100,000 for many classes and wholesale-only access for E&S lines. There is no published claims phone line and no direct or online buying.
