Overview

Federated Insurance is a Minnesota mutual that sells business insurance directly, through its own representatives, to companies in a short list of industries: auto and equipment dealers, contractors, fuel marketers, funeral homes, manufacturers, wholesalers, retailers and a few others. Its NAIC group ranked No. 35 among U.S. business insurers by 2025 commercial lines direct premiums written, with $3.16 billion, based on NAIC market share data. Commercial auto was the largest line at $947.8 million, followed by other liability (general, products and umbrella liability) at $865.8 million, workers' compensation at $390.8 million and allied lines at $286.4 million. Federated does not rank in the national top 10 in any single commercial line. Almost all of its $3.18 billion of 2025 property-casualty premium was commercial.

The NAIC group is Federated Mutual Insurance Company and its subsidiaries Federated Service Insurance Company, Federated Reserve Insurance Company, Federated Specialty Insurance Company (an excess and surplus lines writer) and Granite Re, a contract surety company. Federated Life Insurance Company sits alongside them, and in August 2026 Federated added High Definition Vehicle Insurance (HDVI), a Chicago trucking insurer. The company is owned by its policyholders. Nicholas Lower is chairman, president and CEO.

What makes Federated different from most carriers on this list is distribution. There are no independent agents or brokers in the core business. Federated's own marketing representatives sell and service accounts locally, and more than 500 state, regional and national trade associations and buying groups recommend Federated to their members.

History

Federated traces its start to 1904, when farmers and business owners in and around Owatonna, Minnesota, pooled their resources to buy property insurance more cheaply. Over the following decades it insured equipment dealers, auto dealers, petroleum marketers and contractors across the Midwest, and by mid-century it had moved into liability coverage, making it one of the country's early multiline insurers. Life insurance, workers' compensation, group health (since discontinued) and estate planning services followed.

Recent milestones, from Federated's own announcements:

  • 2022: AM Best assigned first ratings to Federated Specialty Insurance Company, the group's new E&S carrier, in April. In June, Federated celebrated reaching $2 billion of property and casualty premium, eight months ahead of plan.
  • 2024: Nicholas Lower became president and CEO on January 1, succeeding Michael Kerr.
  • 2025: Lower became chairman in January after Jeffrey Fetters, chairman since 2012, retired at the end of 2024. Lower is the sixth chairman in the company's history. In June, Federated announced that total property, casualty and life premium had passed $3 billion, about two years ahead of the end-2026 target it set in 2022.
  • 2026: Federated Mutual acquired HDVI effective August 1. HDVI, founded in 2018, writes telematics-driven insurance for trucking fleets in 26 states through more than 100 agencies. It remains a largely autonomous subsidiary with its own staff and agency relationships. Terms were not disclosed. Trade press reported that HDVI had been writing as an MGA through Spinnaker, Hippo's fronting carrier, with premium of $72.2 million in 2025.

Business insurance products

Core commercial package. Commercial property, general liability, commercial auto, workers' compensation and commercial umbrella, built by industry. Dealers can add an auto dealer coverage form (inventory, garagekeepers and liability) and an equipment dealer stock floater; see garage liability and garagekeepers coverage. Optional coverages include errors and omissions, environmental (pollution) liability, product recall and damage to work in process, crime, cyber liability, data compromise, employment-related practices liability, employee benefits liability, utility services interruption and an enhanced business income form called Premier Select.

Workers' compensation. Federated pairs comp with a managed care program built around nurse liaisons, a provider network, modified-duty and return-to-work planning, drug testing resources and a special investigations unit. The pitch is lower claim costs and, over time, a better experience mod. Federated notes that comp is not available in every state.

Surety. Contract bonds (bid, performance, payment, maintenance and supply) and a long list of commercial bonds, from license and permit bonds to motor vehicle dealer, fuel tax and title bonds. Granite Re has written bonds for small and mid-sized contractors since 1986. See surety bonds explained: how they differ from insurance.

Life, disability and planning. Federated Life sells life, disability income and annuity products for owners and key employees, and Federated offers business succession and estate planning services through an independent network of attorneys.

E&S and trucking. Federated Specialty writes U.S. excess and surplus lines accounts. HDVI brings telematics-priced fleet coverage for trucking companies.

Who it insures

Federated's industry pages list auto services (repair shops and similar), contractors, dealerships, fuel marketers and distributors, funeral services, manufacturers, print shops, retailers, wholesalers and woodworking shops. The dealership book is broad: auto, truck, motorcycle, powersports, boat, farm and implement, lawn and garden, construction and industrial equipment, tire and irrigation dealers. Contractor clients include HVAC, electrical, plumbing, excavation, paving, masonry, sheet metal, landscaping and remodeling firms. The association list reads the same way, with groups for plumbing and heating contractors, sheet metal contractors, funeral directors, equipment dealers, lumber dealers, truck stop operators and precision machining shops.

Federated's materials are written for owners of closely held businesses, which is why life, disability and succession planning are sold alongside the commercial policies. Federated says it has more than 47,000 property and casualty accounts. It is licensed in 49 states and D.C., runs its home office in Minnesota and has regional processing and claims offices in Glendale, Arizona, and Owatonna, with claims and marketing offices around the country. A business outside its industries will usually find a better fit elsewhere.

How to buy

You buy from a Federated marketing representative, a captive agent in practice, found through the "Find Your Local Representative" search on federatedinsurance.com or by calling 800-533-0472. The core lines are not sold through independent agents or brokers, and business policies are not quoted online. That suits owners who want one person handling property, casualty, life and bonds. It does not suit buyers who want a broker to market the account to several carriers. See independent agent, broker, captive agent or direct? for the trade-off. HDVI is the exception: its trucking policies are sold through independent agencies.

After the sale, policyholders use the mySHIELD portal for policy service and payments. A certificate center produces certificates of insurance and the additional insured endorsements contracts call for, and risk consultants provide loss control, training and the DriveSAFE telematics program. DriveSAFE gives drivers a score on phone use, speeding, hard braking, cornering and acceleration, with weekly summaries for managers.

Claims

Federated's website sends claim reports online through mySHIELD ("Report a Claim"). The Client Contact Center at 888-333-4949 handles policy service and, according to Federated, can help get a claim started. Federated does not publish a separate business claims hotline. Each claim is assigned to a Federated claims representative, and the company has regional claims offices in Arizona, Minnesota, Kansas, Georgia, Texas, Indiana, California and Florida. On comp claims, nurses act as liaisons between the injured worker, the employer and medical providers, and a special investigation unit reviews suspected fraud.

Financial strength and ratings

In April 2026, AM Best affirmed the A+ (Superior) financial strength rating of Federated Mutual Group (Federated Mutual, Federated Service, Federated Reserve and Granite Re) and of Federated Life. It upgraded the group's long-term issuer credit rating to "aa" (Superior) from "aa-" and revised the outlook to stable. Federated Specialty's A (Excellent) rating and "a" issuer credit rating were affirmed. According to Federated, AM Best assesses the group's balance sheet as strongest and its operating performance as strong. Federated says the group has held the A+ for 28 years.

Federated's own 2025 results, reported at its April 2026 policyholders meeting: total assets of $15.0 billion, policyholders' surplus of $6.6 billion, $3.5 billion of total property, casualty and life premium, and $3.059 billion of property and casualty net premium. Federated was named to the Ward's 50 top-performer lists for property-casualty and life-health in 2025 and again in 2026. Federated does not publish S&P or Moody's ratings on its site.

Strengths and weaknesses

Federated is a well-capitalized mutual whose growth comes from deep, long-standing ties with trade associations in a limited set of industries. That focus is its strength and its limit: if you fit the appetite, you get one company for nearly everything; if you don't, or you want competing quotes, the direct model shuts you out.

  • Strengths: A+ (Superior) rating with an issuer credit rating upgraded to "aa" in April 2026; policyholder surplus of $6.6 billion at year-end 2025; industry-built forms for dealers, contractors and fuel marketers, plus bonds and life insurance from the same group; risk management services including DriveSAFE telematics and comp managed care.
  • Weaknesses: Sold only through Federated's own representatives, so your broker cannot shop it; no online quoting; appetite concentrated in a few industries; commercial auto is the largest line, at 30% of 2025 commercial premium, so auto results drive the book; no dedicated claims phone line published.

Buyers in these industries often compare Federated with Sentry Insurance, Zurich North America, Auto-Owners Insurance, Acuity and EMC.
