Markel vs W. R. Berkley
Berkley is larger, A+ rated and run as about 60 specialized units; Markel mixes E&S, programs and fronting and is rated A (Excellent).
Verdict
Markel and W. R. Berkley are both specialty and E&S franchises, and a wholesale broker will often approach both on the same hard-to-place account. Berkley ranked No. 10 by 2025 commercial lines direct premiums at $10.24 billion; Markel ranked No. 15 at $7.73 billion (NAIC data). Both are public companies and both sell only through intermediaries, so you will not buy from either directly.
The structure is the difference. Berkley runs about 60 specialized businesses, such as Admiral, Nautilus, Berkley Design Professional and Berkley Oil & Gas, each underwriting on group paper and appointing its own agents and brokers. There is no single front door, and no central service or claims line. Markel is organized in divisions (U.S. Wholesale and Specialty, Programs and Solutions, International), writes admitted and non-admitted paper, and includes State National, a fronting operation that issues policies for program partners and passes most of the risk to them. That means Markel's NAIC premium overstates the risk it underwrites itself.
On ratings, AM Best affirmed Berkley at A+ (Superior) in June 2026 and raised its issuer rating to "aa", with AA- from S&P and Fitch and A1 from Moody's. Markel lists A (Excellent) from AM Best, A+ from S&P and A2 from Moody's as of September 2026. Berkley's 2025 results were a fifth straight year of record earnings; Markel Insurance ran a 95% combined ratio for 2025 and has been retrenching, with exits from risk-managed D&O and other lines. Price depends on class, so have your broker market to both.
Choose Markel if
- You have a niche small business, such as a child care center, pest control operator, fitness studio or small manufacturer, and want an admitted specialty package.
- You need environmental or financial institutions liability, where Markel says it has one of the broadest appetites.
- You are an MGA seeking program capacity or a fronting partner.
- You need contract and commercial surety bonds through appointed agents.
- Your agent quotes in mPortal or Markel Online.
Choose Berkley if
- You want the A+ AM Best grade for a contract or lender.
- Your class has a dedicated unit: architects and engineers, healthcare, life sciences, oil and gas, public entities, religious institutions or human services.
- You run a trucking fleet of 50 or more power units; Carolina Casualty writes that, and Gemini writes excess liability for fleets.
- You need high-hazard workers' comp, or excess comp for a self-insured employer, from Berkley's comp units.
- You want a regional admitted market through a local agent.

Before choosing, find out which Markel or Berkley company is on the quote and whether it is admitted or surplus lines, since non-admitted policies usually lack state guaranty fund protection. See admitted vs non-admitted insurers: what the difference means. Berkley's units are sometimes combined or reorganized, so ask who will underwrite and handle claims on your account.
