Progressive Commercial vs The Hartford
Progressive is the No. 1 commercial auto writer for work vehicles; The Hartford is the broader choice for a BOP and workers' comp, with auto as one line.
Verdict
Progressive Commercial (Progressive Commercial) and The Hartford are rarely the same decision. Progressive is a commercial auto specialist: of its $11.69 billion in 2025 commercial premiums (No. 9), $10.18 billion was commercial auto, and it is the country's No. 1 writer. The Hartford ranked No. 6 at $14.61 billion (NAIC data), with a book spread across package policies, workers' comp, liability and auto. It is No. 1 in workers' comp, No. 2 in package policies and only No. 10 in commercial auto.
So the real question is what drives your risk. If it is vehicles, Progressive has product segmentation down to dump trucks, tow trucks, contractor vans and for-hire freight, usage-based discounts through Smart Haul and Snapshot ProView, and it sells online, by phone and through independent agents (about 90% of core commercial auto in 2025). If it is a mix of premises, payroll and a few vehicles, The Hartford can write the BOP and workers' comp, with commercial auto available. A single insurer for the whole program is simpler at renewal, but many businesses split the account.
Outside auto, be careful with Progressive. It writes its own BOP in many states (46 at year-end 2025), but general liability, professional liability, cyber and most non-transportation workers' comp are often placed with partner insurers through Progressive Advantage Agency. The issuing insurer is the one responsible for claims. On ratings, Progressive's main companies hold A+ (Superior) from AM Best (May 2026); its Fleet & Specialty companies are A (Excellent). The Hartford holds A+ (Superior) (July 2026). Price depends on class, drivers and loss history, so quote both.
Choose Progressive if
- Vehicles are your main exposure: a contractor with pickups, a plumber with vans, a food truck, a dump truck or a tow operator.
- You are an owner-operator or small fleet in for-hire trucking and want motor truck cargo and a telematics discount.
- You want to quote commercial auto online or by phone, or through an agent.
- You run a larger trucking fleet or need transportation workers' comp, which goes to Fleet & Specialty through licensed brokers.
- You will place the non-auto lines separately and are comfortable with that.
Choose The Hartford if
- Your biggest line is workers' comp, or you want comp and a BOP from the same company.
- You have premises, property and liability exposure in addition to a few vehicles.
- You want middle-market, umbrella, cyber or professional liability from the same group.
- You want an independent agent reviewing exclusions and limits.
- Your vehicle exposure is modest, since commercial auto is only a tenth-ranked line for The Hartford.

Before choosing, read the declarations page for the issuing company on each line, since a Progressive policy may be written by another insurer. Check rates for vehicle classes carefully: core commercial auto rates rose about 9% in 2025 according to Progressive's profile, and The Hartford added to commercial auto reserves in the second quarter of 2026.
