Overview

Leavitt Group is a Cedar City, Utah-based insurance brokerage that works as a network of locally co-owned agencies. Its website says that in 2026 it has more than 290 locations in 31 states, $607 million in consolidated revenue and $4.64 billion in placed premiums. The page does not say which fiscal year those revenue figures cover, so treat them as company statements rather than audited results. Business Insurance, in an October 9, 2026 article, called Leavitt the 25th-largest U.S. broker in its latest ranking, with more than 80 agencies and more than 290 offices in over 30 states. Insurance Journal's August 2026 ranking, as listed on Leavitt's news page, placed it 15th among independent property-casualty agencies.

Eric O. Leavitt is executive chairman and chief executive. He was elected chair of the Council of Insurance Agents & Brokers board for 2026-2027.

History

Dixie Leavitt opened an insurance agency in Cedar City in 1952. In 1959 his brother Bert helped start an agency in Las Vegas, and early agencies used a 60-40 ownership split between the brothers. The parent company later gave member agencies shared strength, placement services, back-office support and group services such as errors-and-omissions coverage.

Leavitt's stated mission is "to build, serve and perpetuate independent insurance agencies as partners with local co-owners." In practice, each affiliated agency is a separate entity. A Leavitt press release, as summarized in a search result, says each is typically owned by its on-site manager and by Leavitt Group Enterprises. One database profile calls Leavitt a subsidiary of NFP, but we found no support for that on Leavitt's own site or in Business Insurance, so we do not report it.

Services

Leavitt's agencies sell commercial insurance, employee benefits, personal insurance and risk management. The website lists support services including loss control, training, claims management and benefits compliance. The group also has a Leavitt Capital Insurance Services unit, which in August 2026 announced it would serve clients of Progressive Management Associates after the owner's death. In September 2026 Leavitt announced an investment in an AI strategy to help its agencies handle rapid technology change.

Who it serves

Leavitt's customers are mostly small and mid-sized businesses and individuals, served by agencies in 31 states, including small and mid-sized communities. The group reports $4.64 billion in placed premium, which suggests an average account well below what the national brokers handle. Because each agency has local co-owners, a customer often deals with a firm that still carries the local name, such as Dott-Leavitt or Stafford-Leavitt in recent releases. If you are weighing this model against a national broker or a direct insurer, independent agent, broker, captive agent or direct? and how to choose a commercial insurance broker list the questions to ask.

How it is paid

Leavitt is private and does not publish a compensation disclosure on the pages we reviewed. Independent agencies like those in its network are generally paid by commissions from insurers as a percentage of premium, by client fees on some accounts such as benefits work, and sometimes by contingent commissions that depend on volume, growth or profitability with an insurer. Group-level arrangements may add placement or program income, which the firm does not itemize publicly. A client can ask the local agency to disclose all compensation on an account in writing. how commercial insurance brokers get paid covers how these arrangements work across the industry.

Recent deals

Leavitt calls its new relationships "affiliations" or "partnerships" rather than acquisitions, and terms are not disclosed. Releases on its news page include:

  • Strategic Insurance joining Leavitt Group of Colorado (July 10, 2026).
  • Hurst-Weiss Insurance partnering with Dott-Leavitt (September 1, 2026).
  • Luebbering Insurance partnering with Stafford-Leavitt Insurance (September 2, 2026).

The model sits between a pure franchise and a roll-up. For the wider market context, see private equity and the consolidation of insurance brokers and the largest commercial insurance brokers, ranked by 2025 revenue.

Strengths and weaknesses

  • Strengths: local ownership and decision-making; a large office footprint in smaller markets; shared back-office, placement and compliance support; a long operating history under one family.
  • Weaknesses: limited public financial disclosure; the revenue year is unstated; service quality can differ from one co-owned agency to another; and the group is smaller than the national brokers, so it may have less negotiating leverage with insurers on very large accounts.

Buyers may wish to ask a local Leavitt agency how it is owned, which insurers it places most of its business with, and whether it earns contingent compensation. A Writing a broker RFP for a commercial insurance program can help compare a Leavitt agency against other offers.

A note on the numbers: Business Insurance ranks firms on U.S. brokerage revenue, while Insurance Journal ranks independent property-casualty agencies on its own survey basis, so the 25th and 15th places above are not directly comparable. We did not find a Business Insurance revenue figure for Leavitt that we could cite.
