AmTrust Financial vs EMPLOYERS

AmTrust is the larger multi-line comp writer rated A-; EMPLOYERS is a monoline, lower-hazard comp specialist rated A with online purchase through Cerity.

Verdict

AmTrust Financial and EMPLOYERS are small-business workers' comp rivals that agents often compare, but they are built differently. AmTrust ranked No. 23 by 2025 commercial lines direct premiums at $6.25 billion, of which $3.52 billion is workers' comp, making it the No. 3 U.S. comp writer (NAIC data). EMPLOYERS ranked No. 89 at $747.5 million, every dollar of it comp. Both sell mainly through independent agents.

The split is breadth versus focus. AmTrust sells comp plus a BOP, commercial package, general liability, property, auto, cyber, EPL, surety, E&S and an $800 million program unit, so one agent can place a small account's whole program with it. EMPLOYERS writes workers' comp, employers' liability and (since June 2026) excess comp for self-insured employers, and nothing else, so the rest of your program goes elsewhere. AmTrust says it writes small business in California, Florida, Illinois, New York and Texas. EMPLOYERS writes in 46 states and D.C. and skips the four monopolistic state-fund states.

On ratings, AM Best rates AmTrust A- (Excellent), as listed on its site in October 2026, a level set by a 2018 downgrade. AM Best upgraded EMPLOYERS to A (Excellent) in January 2025 and affirmed it in January 2026. EMPLOYERS has also been shrinking on purpose: after a $38.2 million reserve charge in 2025, driven by California cumulative trauma claims, its gross written premium fell 19.6% in the second quarter of 2026. That means tighter appetite today. Price depends on class and payroll, so have your agent quote both.

Choose AmTrust if

  • You want workers' comp packaged with a BOP, general liability or commercial auto from one carrier through a local agent.
  • You are in a state or class where EMPLOYERS is less active, such as a higher-hazard small account.
  • You want payroll-based billing; Pay-As-You-Owe has no money down at inception.
  • You are a larger employer interested in large-deductible or excess workers' comp.
  • Your class may need an E&S or program placement under the same group.

Choose EMPLOYERS if

  • You are a small employer in a lower-hazard class such as a restaurant, office, retail shop, hotel or light trade.
  • You want AM Best's A (Excellent) rather than A-.
  • You want to buy online without an agent through Cerity, which says its quote takes about three minutes.
  • You belong to a restaurant or hotel association that recommends EMPLOYERS as its comp carrier.
  • You already have your GL and property elsewhere and want a pure comp specialist.

Before you choose, confirm the issuing company, since AmTrust files about 20 U.S. insurers and EMPLOYERS five. Classification drives price and the year-end premium audit, so make sure your class codes and payroll are right on both quotes. If you pay as you go, ask how the audit works. Compare forms and ask how claims for your class are handled.
