NCCI

The National Council on Compensation Insurance, the rating and data organization behind workers' comp class codes, loss costs and mods in most states.

Also called: National Council on Compensation Insurance, NCCI Holdings

NCCI, based in Boca Raton, Florida, is the licensed rating, statistical and advisory organization for workers' compensation in most states. Insurers report payroll and loss data to it. In return NCCI publishes the classification system behind each class code, files loss costs and rating values with state regulators, runs the Experience Rating Plan that produces the experience modification rate, and maintains the standard policy forms, including the WC 00 00 00 policy. It also administers assigned-risk plans in a number of states.

It does not sell insurance or set your final premium. An insurer takes the filed loss cost or rate, applies its own multiplier or discounts, and adds the mod. NCCI's experience rating plan is approved in 39 jurisdictions. California, Delaware, Michigan, New Jersey, New York and Pennsylvania do not use it, and the four monopolistic states run their own plans (NCCI, ABCs of Experience Rating; checked October 2026). Independent bureaus fill the gap, such as the WCIRB in California, the NYCIRB in New York and the PCRB in Pennsylvania.

For a business owner, NCCI matters in two places. Class code disputes go through it, and a miscoded employee can swing premium sharply. And the mod it calculates follows you across carriers. The guides on workers' comp class codes and why they matter and the experience modification rate show how to check both.
