Selective Insurance vs The Hanover

Selective is a commercial-focused super-regional with field staff and a 50-state E&S arm; The Hanover adds a deep specialty shelf and record 2025 results.

Verdict

Selective Insurance and The Hanover are public, agent-only carriers that compete for the same small and midsize package accounts. Selective ranked No. 27 among U.S. business insurers by 2025 commercial lines direct premiums written, at $4.82 billion (NAIC); The Hanover ranked No. 29 at $4.21 billion. The mix differs. Commercial lines are Selective's business, with standard commercial 79% of its $4.9 billion of 2025 net premiums written, E&S 13% and personal lines 8%. The Hanover is a little under 60% commercial, with personal lines 41% of 2025 net premiums and heavy exposure to Michigan (18.7%) and Massachusetts (8.0%).

Where Selective leans: contractors (about 43% of its commercial book by 2025 direct premium), commercial auto, other liability, products liability (No. 5 nationally), and field-based underwriters and claims staff. Its standard commercial lines run in 38 states and D.C. but not California, Texas or Florida; its surplus lines carrier MUSIC writes in all 50 through about 80 wholesale general agents. The Hanover is licensed in all 50 states and actively markets commercial and specialty lines in 44 states and D.C. Its edge is breadth of specialty: marine, surety, professional and management liability, industrial property and Merit Specialty for wholesalers.

Ratings and results differ. AM Best affirmed Selective at A+ (Superior) in December 2025, but flagged adverse reserve development; Selective's combined ratio was 97.2% in 2025 after 103.0% in 2024. The Hanover is A (Excellent), affirmed July 2025, with a 91.6% combined ratio in 2025 and a CEO transition coming at the end of 2026. Neither is cheaper in general, so have your agent quote both.

Choose Selective if

  • You are a contractor or other trade with auto and liability exposure, and want underwriters and claims staff near your agent.
  • You need product recall expense, abuse and molestation, or commercial flood alongside the package.
  • A higher AM Best letter matters for contracts or lenders.
  • You are in a state where Selective writes standard commercial and your agent is appointed.
  • Your risk is hard to place and you want an E&S option in the same group.

Choose The Hanover if

  • You want an account-style program: package, auto, comp and umbrella with one point of contact.
  • You need specialty cover next to the core policy: marine, surety, D&O, E&O, or industrial property.
  • You are in technology, human services, education or another segment The Hanover names as a growth target.
  • Your agent wants a fast bindable workers' comp quote on The Hanover's agent platform.
