ICW Group vs State Compensation Insurance Fund (State Fund)
ICW is a private A-rated comp carrier in 22 states adding California package lines; State Fund is California's open-door comp fund, sold direct, with no rating.
Verdict
ICW Group and State Compensation Insurance Fund compete head to head for California workers' compensation, but they are different institutions. State Fund ranked No. 79 among U.S. business insurers by 2025 commercial lines direct premiums written, at $962.0 million (NAIC), all California comp. It is a not-for-profit fund created by the Legislature in 1914, with no shareholders, that competes with private carriers rather than holding a monopoly. ICW ranked No. 69 at $1.17 billion, almost all workers' comp, though it says it wrote $3.2 billion of direct and assumed premium in 2025 because its reinsurance arm assumes a large book. ICW is a privately held San Diego group, the largest privately held insurer domiciled in California by its own description.
The practical split is geography, product and buying route. State Fund writes only California workers' comp and employers' liability, sells direct online and by phone as well as through brokers, and acts as California's open door for employers other carriers decline. ICW writes primary comp in 22 states (incidental cover in 24 more), is sold only through more than 3,000 independent agents and brokers, and in October 2026 began taking California submissions for commercial property, general liability, auto, inland marine and excess liability for policies effective January 1, 2027. It also writes commercial earthquake and, through VerTerra, E&S excess casualty.
Ratings are the sharp contrast. AM Best rates ICW's companies A (Excellent), affirmed December 2025; State Fund cites no AM Best, S&P, Moody's or Fitch rating, though it reported $8.05 billion of surplus at the end of 2025. Price turns on your class codes, experience mod and schedule credits, so have your broker quote both.
Choose ICW Group if
- You operate in California and one of ICW's other comp states, or want an A-rated carrier because a contract or lender requires it.
- You are a middle-market California contractor, wholesaler, manufacturer or hotel that may later want property and liability from the same group.
- You need commercial earthquake coverage alongside comp.
- You want your own broker and a carrier with a 24/7 bilingual nurse line and in-house claims.
Choose State Fund if
- You are a California employer of any size, including a startup, a minimum-premium account, or one declined elsewhere.
- You want to buy direct, with Easy Quote online or by phone, and certificates through State Fund Online.
- You are a union employer with a carve-out agreement and want its alternative dispute resolution policy.
- Dividends matter: it declared a 20% regular dividend for 2025 policies, which is not guaranteed.

Before choosing, ask whether your contracts require an AM Best-rated carrier, since State Fund may fail that test.
