Chubb vs Travelers
Travelers is bigger and broader, with surety and package depth; Chubb leads in liability and offers online quotes to firms under $2 million in revenue.
Verdict
These are the two largest business insurers in the country, and both carry A++ (Superior) from AM Best. By 2025 commercial lines direct premiums, Travelers ranked No. 1 at $27.13 billion and Chubb No. 2 at $23.25 billion. Both sell through independent agents and brokers, so the real question is which one your agent can get the better underwriting on for your class.
The shape of the books differs. Travelers is the package-policy and bond house: No. 1 nationally in commercial multiple peril (the line that holds the business owner's policy), surety and fidelity, and No. 2 in commercial auto and workers' comp. Chubb is the liability house: No. 1 in "other liability" (general liability, umbrella, D&O and E&O), products liability and crime. Chubb is not a top-10 commercial auto writer, so a fleet-heavy account often goes elsewhere. Chubb also owns Westchester for excess and surplus lines, reachable only through wholesale brokers, while Travelers uses Northfield for small hard-to-place property and liability on surplus lines paper.
Neither is cheaper in general. Price turns on class, loss history and which underwriter reads your file. Have your broker market to both, and use how to judge a business insurance company to look past the logo.
Choose Chubb if
- Your biggest exposure is a lawsuit: products liability, management liability (D&O, EPL, fiduciary) or professional liability.
- You operate abroad. Chubb reports operations in 54 countries and territories and writes foreign package policies for U.S. firms with employees or property overseas.
- You are a small office or professional firm with $2 million or less in revenue and want to start a quote online.
- You may need an E&S outlet inside the same group, through a wholesale broker and Westchester.
- You weigh claim service over price. Chubb ranked No. 2 in J.D. Power's 2026 small commercial study.
Choose Travelers if
- You are a contractor who needs bid, performance and payment bonds placed alongside the casualty program with the country's largest surety writer.
- Your program leans on package policies, commercial auto or workers' comp, where Travelers ranks first or second nationally.
- You run a middle-market business in construction, manufacturing, technology, energy or real estate, where its industry practices are concentrated.
- You are a large employer wanting loss-sensitive comp or auto, such as a large-deductible program, through National Accounts.
- You have fleet or trucking exposure: Northland has its own claim line.

Before you choose, find out which legal entity issues the quote. Chubb has two sets of paper (legacy Chubb and legacy ACE), each with its own claim line, and a Westchester or Northfield policy is non-admitted, usually without state guaranty fund protection. Read the forms, since carrier-specific endorsements change what a policy covers, and ask how your class of claim is handled. AM Best rating explains what A++ does and does not tell you, and the compare business insurers and business insurance quote comparison worksheet help you line up two quotes on the same terms.
