Chubb vs FM
Chubb is a full-line liability-led carrier; FM is a property-only mutual for engineering-minded firms. They are usually bought together, not against each other.
Verdict
This is less a head-to-head than a division of labor. Chubb is a full-line carrier: it ranked No. 2 by 2025 commercial lines direct premiums at $23.25 billion and leads the country in general and excess liability, products liability and crime. FM ranked No. 26 at $5.19 billion, and nearly all of it is property. FM does not write general liability, auto or workers' compensation, so an FM buyer always needs a casualty carrier. Many large accounts place property with FM and liability with Chubb, and the overlap is mostly in the property layer.
Ownership and distribution differ. Chubb is a public company that sells through independent agents and brokers, wholesale brokers for Westchester, and an online quote site for firms with $2 million or less in revenue. FM is a mutual owned by its policyholders. It sells directly or through brokers at the same price, with FM Affiliated and FM Essential through brokers only. FM has no online quoting and no small business products.
On the property itself, FM is No. 1 in allied lines and boiler and machinery and No. 4 in fire. Its draw is engineering: nearly 2,000 field engineers, published Property Loss Prevention Data Sheets, and membership credits of 10% to 20% of premium by tenure. The price is that you must follow the recommendations, and FM uses its own manuscript forms. Chubb offers commercial property alongside liability, workers' comp and management liability, with a global network for U.S. firms abroad. Price depends on the account, so have your broker market the property to both.
Choose Chubb if
- You want one carrier across property, liability, workers' comp and management liability for a middle-market account.
- Your largest exposure is a lawsuit rather than a fire or equipment loss.
- You are a small firm with $2 million or less in revenue and want to start online.
- You operate internationally and need foreign package coverage.
- You may need an E&S outlet in the same group through Westchester.
Choose FM if
- You own high-value plants, warehouses, data centers or real estate where a single property loss would be severe.
- You will act on engineering recommendations, including fixing sprinkler impairments, and you value that as part of the product.
- You are a manufacturer, chemical, power, semiconductor or similar firm where FM's standards are a reference point.
- You want the mutual structure, including membership credits (about $1.5 billion declared for renewals between June 30, 2026, and June 29, 2027).
- You are prepared to buy liability, auto and comp from another carrier.

Before choosing, confirm what the property form actually covers, since FM's manuscript wording is not the standard ISO form and comparisons need careful reading. Ask what engineering follow-up is expected and how it can affect renewal terms. Check which Chubb company is on the quote, because admitted and surplus lines terms differ. FM's policy covers physical damage from a cyber attack on equipment, not data, so it does not replace a cyber policy. The business insurance quote comparison worksheet, AM Best rating and how to judge a business insurance company can help you line them up.
